Tanya Acevedo

Chief Information Officer, Travis County, TX

Tanya Acevedo serves as the CIO of Travis County in Austin, TX. Travis County is one of the fastest-growing counties in the nation, consisting of more than 40 elected officials who direct departments that perform various functions such as voting administration, parks and recreation, justice and public safety. Tanya has more than 25 years of public and private sector experience. Her previous position was with Orange County, CA, and she takes pride in bringing process improvements to life through proper technology strategies and effective collaboration with her business partners. She has her BA from Michigan State University and MBA from Central Michigan University.

Phil Bertolini

Phil Bertolini

Deputy County Executive / Chief Information Officer, Oakland County, MI

Oakland County Executive L. Brooks Patterson appointed Phil Bertolini as deputy county executive/CIO for Oakland County, MI in January 2005. Phil is a vocal advocate for cloud and enterprise solutions in government, cross-boundary resource sharing and inter-jurisdictional cooperation. He has overseen the development of unique government technology programs such as the G2G Cloud Solutions Initiative, the G2G Marketplace, the Cyber Security Assessment for Everyone (CySAFE) initiative and the GeoVision Assessment. He promotes his philosophy of “Build it once, pay for it once and everybody benefits” to government agencies across the nation and globally.

Chief Information Officer, State of Delaware

James Collins is Delaware’s CIO and a member of the Governor’s Cabinet who heads the Department of Technology & Information. DTI is responsible for providing technology services for all state organizations. James has extensive experience as a public sector organizational leader and private sector technology consultant, providing innovative IT solutions and implementing large-scale software projects. His achievements include expanding broadband, enterprise GIS, cyber security partnerships, open data portal, IT centralization and virtualization cloud services initiatives. He holds a BA from Wesley College and a Master’s in Science in Managing Innovation and Information Technology from Champlain College. James also served in the United States Air Force for eight years.

Miguel A. Gamiño, Jr.

Chief Technology Officer, City of New York, NY

Miguel A. Gamiño, Jr., serves the City of New York as CTO. In this role, he works with city agencies to develop a Smart City and “Internet of Things” strategy that ensures coordination, collaboration and innovation across the city. He also leads the city’s broadband program, partnering with agencies, private industry and academia to further the mayor’s goal to ensure every resident and business will have access to affordable, reliable, high-speed broadband service everywhere by 2025.
Miguel has unique experience in government, blended with a deep knowledge of technology, the industry that fuels it and the culture it inspires.
Most recently, Miguel served the City and County of San Francisco, CA, as CIO and executive director of the Department of Technology. In that role, he represented the mayor as a designee on the Federal Communication Commission Intergovernmental Advisory Committee.

Wanda M. Gibson

Chief Technology Officer & Director, Department of Information Technology, Fairfax County, VA

Wanda M. Gibson has enjoyed an accomplished career as a technology executive in both private and public sector organizations. She joined Fairfax County Government in May 1999 serving as the county’s CTO/CIO and the director of the Department of Information Technology responsible for technology policy, innovation and management of a comprehensive portfolio of IT investments, programs, systems and services in all disciplines across the county’s enterprise for all agencies and online services for constituents. She also developed and supervises the county’s e-Government program, IT Security Office and Court Technology Office, and manages the county-wide IT governance process and agendas, to include the citizen committee appointed by the Board of Supervisors, and the executive IT steering committee chaired by the County Executive.

Michael Hussey

Chief Information Officer, Utah Department of Technology Services

Michael Hussey was appointed CIO for the Utah Department of Technology Services in October 2015 by Governor Gary Herbert. In 1995, Michael was hired in the Governor’s Office of Planning and Budget working as an integral member of the IT team serving the technology needs of Governor Mike Leavitt. In 2002, Michael was part of the team which designed, developed and implemented a critical software application and statewide database for the Lt. Governor’s Office upon congressional mandate. Congress passed the Help America Vote Act (HAVA), which required states to have a centralized voter database.

Rich Kliethermes

Acting Chief Information Officer, State of Missouri

Rich Kliethermes has served as acting CIO since November 2015 and has been with the State of Missouri for 18 years. Prior to his current role, he served as an application developer, IT supervisor and client services manager supporting the departments of Social Services, Economic Development, Natural Resources and Mental Health. As acting CIO, Rich’s primary responsibility is overseeing the Office of Administration’s Information Technology Services Division. Rich holds a Bachelor of Science degree from Missouri State University in Marketing Research, as well as a Bachelor of Science in Computer Information Systems from Lincoln University.

Rob Lloyd is CIO for the City of San José, CA, directing the city’s diverse civic technology portfolio for an organization of 6,500 employees, a $3 billion total budget and serving more than 1 million residents in the heart of Silicon Valley. Over two decades, Rob has held executive roles in the technology, government and utilities sectors in California, Arizona, Oregon and Colorado.
Rob is one of Government Technology magazine’s Top 25 Doers, Dreamers and Drivers; Phoenix Business Journal Forty Under 40; and Arizona Top Tech Execs honoree. His teams have earned 16 national awards for applied technologies, customer engagement and innovative programs, including #1 honors in the Center for Digital Government’s Digital Cities Awards for three consecutive years.

Michael Mattmiller

Chief Information Officer, City of Seattle, WA

Michael Mattmiller was confirmed as CTO for the City of Seattle, WA, in June 2014. In his time at the city, Michael has championed efforts to connect people with their government, increase the productivity of the city workforce through technology and programs to increase digital equity. He led the consolidation of the city’s 15 disparate IT teams into a single department focused on delivering strategic solutions to department and the public. Michael championed the creation of a city-wide privacy program to build public trust in how their municipal government collects and uses their personal information and a broadband program that has led to increased availability of fiber-to-the-home gigabit broadband service throughout the city.
Prior to the City of Seattle, Michael served as a senior strategist at Microsoft and as a consultant to the federal government at PricewaterhouseCoopers. He received a B.B.A. and an M.S. in Information Systems Development at The George Washington University.

Archana Vemulapalli

Chief Technology Officer, District of Columbia

Archana Vemulapalli was nominated to serve as the District of Columbia’s CTO by Mayor Muriel Bowser on January 12, 2016. She was confirmed by the DC Council on April 5, 2016. Prior to joining OCTO, Archana was CTO for Pristine Environments where she helped business leaders use technology as an enabler. She was responsible for the company’s IT strategy and transforming the company’s technology solutions offering in the market. In this position, she demonstrated technology leadership by developing and executing IT strategies to promote organizational growth and ensuring optimal utilization of emerging technologies. She also operated a successful technology and strategy consulting practice in Washington, DC.
Archana has a master’s degree in Leadership from McDonough School of Business at Georgetown University, a master’s degree in Telecommunications from the University of Pennsylvania and an undergraduate degree in Engineering from the University of Madras.

Brandon Williams

Brandon Williams

Digital Transformation Officer, Governor's Office of Information Technology, State of Colorado

Brandon Williams is the digital transformation officer with the State of Colorado's Governor's Office of Information Technology. Prior to his DTO role, Brandon served as the state’s director of Google operations and as an information officer for both the Colorado Division of Emergency Management and the Department of Public Health and Environment. Brandon joined the state's Emergency Operations Center from Lake Dillon Fire-Rescue in Summit County, CO. He and his family settled in Summit County following years of federal domestic and foreign service, during which he served as an analyst and advance team leader for international arms control and nonproliferation treaty inspection and policy efforts. He also served as a diplomat assigned to the U.S. Delegation to the Organization for the Prohibition of Chemical Weapons at the U.S. Embassy – The Hague, Netherlands. Brandon, his wife, Shannon, and daughters, Kate and Annika, now live in Denver.
