I am currently serving as the Chief Innovation Officer and IT Director for the City Of Vallejo. I have been in this role sine 2019. Prior to Vallejo I was the IT Manager for the City of Benicia. I also have over 15 years of experience in the private IT sector as well.
Human beings are currently experiencing a hockey stick (exponential curve) growth in technology. As technology becomes ubiquitous and complex, we are going to need (AA) artificial assistance and (AI) artificial intelligence in our daily lives to navigate and make sense of multiple of streams of data coming our way. Organizations are in desperate need of leaders with this positive forward thinking. The future requires leaders that can translate and make technology easy and at the same time move their organizations forward.

At Alameda County, she has led the development of advanced AI systems that improve access to public information and enhance government operations. Her work includes deploying conversational bots that help users search Board Letters and Agenda Documents, using large language models and AI Vision to parse vast amounts of text and images, and uncovering meaningful patterns and relationships across data sources. Her applications team leverages low-code platforms and GitHub Copilot, an AI-powered assistant that accelerates development by simplifying coding, automating testing, and generating documentation. In addition to building AI-powered tools, Menaka is actively involved in exploring the threats AI poses to democracy. She has studied how generative AI is being used to disrupt the election cycle through disinformation, deepfake videos, and manipulative messaging. Her focus is on identifying risks, sharing real-world examples, and promoting safeguards to protect civic processes.
Menaka has a notable track record of providing strategic direction and consulting to senior management on technology, successfully balancing strategic initiatives with tactical operations. Over the years, in-house systems developed by Menaka’s team to support Alameda County residents, businesses, and county agencies have garnered numerous prestigious awards from the National Association of Counties (NACo), Public Technology Institute (PTI), Red Tape to Red Carpet, Digital Government Achievement Awards (DGAA), California State Association of Counties (CSAC), 3CMA – SAVVY, Government Experience (GovX), Center for Digital Government, and the Best of California Awards, recognizing their outstanding achievements. Menaka continues to lead efforts that combine innovation, ethics, and impact in the evolving field of Artificial Intelligence.

Michael Makstman is San Francisco’s Chief information Officer leading the Department of Technology (DT). DT serves City departments, staff, and San Francisco residents by providing secure, reliable, and innovative technology services. Michael has previously served as the City Chief Information Security Officer and the first Head of the San Francisco Office of Cybersecurity. He has recently been selected as one of the top 25 technology doers, dreamers, and drivers in the nation by the Government Technology Magazine.
Prior to joining the City and County of San Francisco, Michael served in executive roles at complex, regulated organizations in Healthcare, Finance and Technology industries for over 15 years. Michael is a founder and Co-Chair of Coalition of City CISOs (cityciso.org), an organization dedicated to promoting cybersecurity for local governments. He is a Fellow of the Information Systems Security Association (ISSA), the largest international organization of information security professionals, and holds Bachelor’s degree in Finance and IT from DePaul University and Master’s degree in Computer Science from the University of Illinois at Urbana-Champaign.

Executive Director, Center for Digital Government

Prior to joining the Center, Matelski served for 25 years as an Information Technology & Security executive for municipal (City of Orlando, FL) and county government (Gwinnett County, GA), most recently retiring from DeKalb County, GA after 12 years of service.  John’s duties included executive management of all information technology and security resources and systems that support operations and drive innovation throughout the County enterprise. As DeKalb County CIO, he oversaw more than 100 employees serving ~800 million residents.
Matelski graduated from Arizona State University with a B.S. in Computer Science and an M.B.A. with an emphasis in Computer Information Systems and has been a Certified Government CIO since 2011.  Matelski has a proven track record of leadership in the public and private sectors, utilizing innovation and resourcefulness with a proven ability to build a compelling vision and move an organization toward it. Matelski rebuilt DeKalb County, GA’s technology capabilities from the ground up, helping lead to 8 straight years of recognition as a top 10 winner of the Center for Digital Government annual Digital Counties Survey.  
John has won numerous awards including Government Technology’s Top 25 Doers, Dreamers and Drivers, State of Georgia CIO ORBIE Award Finalist, and the Computerworld/Smithsonian Laureate Award for Information Technology.  During his tenure with DeKalb County, Matelski was also very active in technology leadership roles with the National Association of Counties (NACo), having served as Chair of the IT Standing Committee, Vice Chair of the Telecommunication & Technology Committee, and Vice Chair of the County Technology Advisory Council.

With these key areas this helps to improve the posture for the entire organization.
Before joining the Office of cybersecurity & Department of Technology, Nathan worked for the Oakland Unified School District. Starting as an intern in high school Nathan has been a public servant his entire career. This has given him valuable experience and knowledge of what it means to be a steward of public funds ensuring that no dollar is wasted, and every dollar is spent in places needed most. “As a public servant you learn how to do a lot with a little.”
