John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

Scott Conn became the Chief Information Officer for the City of Modesto in May 2022 where he puts his 40+ years of C-level private sector, Executive Consulting, and local government Information Technology experience to work. Scott has a Bachelor of Science in Business Administration and Management from Santa Clara University, is a retired Varsity Football and Women’s Basketball Head Coach. Also, Scott is an active member of the Municipal Information Systems Association of California (MISAC) serving on the Communications Committee and is the President Emeritus of MISAC’s Northern Chapter.
Scott’s IT Team at the City of Modesto has won the MISAC Award for Excellence in IT Best Practices, the Smart Cities 50 Project Award, the Top Ten Digital Cities Award, and the League of Cities Helen Putnam Award. He has co-authored 3 books on Program Management, SDLC, and Process Enhancement/Improvement. Scott has been married for 38 years, has 3 grown children, and is expecting his first granddaughter this coming November.

Michael Makstman

Michael Makstman

City Chief Information Security Officer, Office of Cybersecurity, City and County of San Francisco

Michael Makstman is the City Chief information Security Officer for the City and County of San Francisco. He leads the Office of Cybersecurity, which serves City departments by securing sensitive data and technology assets, assessing, and managing security risk, and thwarting attempted cyberattacks. The Office of Cybersecurity is also tasked with actively monitoring systems, creating cybersecurity policies that empower departments and commissions and promoting cybersecurity best practices within the City.
Prior to joining the City and County of San Francisco, Michael served in executive roles at complex, regulated organizations in Healthcare, Finance and Technology industries for over 15 years. Michael is a founder and Co-Chair of Coalition of City CISOs (cityciso.org), an organization dedicated to promoting cybersecurity for local governments. He is a Fellow of the Information Systems Security Association (ISSA), the largest international organization of information security professionals, and holds Bachelor’s degree in Finance and IT from DePaul University and Master’s degree in Computer Science from the University of Illinois at Urbana-Champaign.

In 2018, Liza became the Chief Information Officer for Marin County, CA. Prior to that, she served as a technology executive in several state and local government agencies, including San Francisco and the City of LA. Liza also founded and was CEO for a government consulting firm, led a tech non-profit, taught at two universities, and was an award-winning columnist. She has served on numerous Boards of Directors and government task forces and is a frequent speaker at conferences and contributor to numerous publications. Liza has received several awards throughout her career including being recognized as a Top 25 Doer, Dreamer & Driver of Public Sector Innovation.
Fun fact – Liza accepted two Daytime Emmy Awards on behalf of the government television channel she managed for the City of LA.

Abby Shull is the City’s Broadband Officer in the Information Technology (IT) Department. Abby has over 10 years of experience with the City of San José, spanning the Planning, Building, and Code Enforcement Department, Environmental Services Department, the City Manager’s Office of Civic Innovation, and the IT Department. She has managed the City’s billion-dollar, award-winning business garbage and recycling program serving the City’s 8,000+ businesses, expanded partnerships with AT&T, Verizon, and T-Mobile to accelerate broadband network implementation across the city, and managed emergency response initiatives in the City’s Emergency Operations Center (EOC), including the rollout of 15,700 cellular WiFi hotspots during the COVID-19 pandemic to ensure internet access for students and families throughout San José, and the creation of transitional interim housing support facilities for unhoused residents impacted by the January 2023 winter storms in San José. Abby has a B.A. in Urban Studies from San Francisco State University.

As the Equity through Data Lead for the City of San Jose, Arti oversees Citywide efforts to deliver and improve municipal services with specific focus on equity outcomes. In partnership with the City’s Digital Privacy Officer, Arti is working on building tools, capacity and partnerships through the Equity through Data and Privacy (EDP) program to support the City’s Office of Racial Equity, community-based organizations, and City departments to drive equitable data driven outcomes for San Jose residents with a focus on internal and external stakeholder engagement through data.
Prior to this Arti served as the Data Architect for the City where she managed the City’s open data portal, Open Data Community Architecture and its implementation. As the City’s resident Power BI expert, she worked with multiple departments to significantly increase the City’s use of analytical tools. As a core team member on the SJ311 team, Arti helped deliver state of the art AI tools to provide Language Translation and Virtual Agents on City’s 311 platform and incorporating an equity dashboard in the 311 outreach program.
