Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Albert serves as the City of San Jose’s Privacy Officer, ensuring that the data the City collects on communities are used to support those communities. He leads privacy reviews and public engagement on new technology and data initiatives. He supports City departments in understanding their privacy risks and using information in a more transparent, accurate, effective, and equitable way.
Previously, Albert served as the City’s first data scientist, informing resource allocation for youth programs, evaluating emergency vehicle response, and improving City services. His past work continues to directly inform over $20 million in annual City spending. Outside of the City, Albert consulted at Boston Consulting Group, where he advised on data privacy, policy, regulatory decision-making, and digital transformation across public and private clients. Michael Makstman is the City Chief information Security Officer for the City and County of San Francisco. He leads the Office of Cybersecurity, located in the Department of Technology, and serves City departments by securing sensitive data and technology assets, assessing, and managing security risk, and thwarting attempted cyberattacks. The Office of Cybersecurity is also tasked with actively monitoring systems, creating cybersecurity policies that empower departments and commissions and promoting cybersecurity best practices within the City.
Prior to joining the City and County of San Francisco, Michael served in executive roles at complex, regulated organizations in Healthcare, Finance and Technology industries for over 15 years. Michael is a founder and Co-Chair of Coalition of City CISOs (cityciso.org), an organization dedicated to promoting cybersecurity for local governments. He also chairs the Ethics Committee and is a Fellow of the Information Systems Security Association (ISSA), the largest international organization of information security professionals. Mr. Edwin J. Miranda’s career in local government began with the City of Anaheim as the Information Services Supervisor in the Public Utilities Department. After several consulting roles with Andersen Consulting, he then joined PeopleSoft as the Western Region Information Technology Manager, responsible for IT Field Operations, 24/7 infrastructure operations, and software development support. After assisting with the transition of PeopleSoft to Oracle in 2005, he transitioned to the Boeing Company where he served in a variety of IT roles. At Boeing Capital Corporation (formerly McDonnell Douglas Finance Corporation) he was a senior member of the Information Technology Architecture and Infrastructure team. As part of Boeing’s Global IT team, Mr. Miranda managed the technical IT Competency Center that included a team of subject matter experts in the Global Integrated Development Environment Service Center.
In 2014, Mr. Miranda relocated to the Bay Area to join the City of Fremont as the Information Technology Manager directly assisting the CIO and leading the Customer Service Division providing citywide IT support. During his tenure at Fremont, he attained the Certified Government Chief Information Officer (CGCIO™) certification through Rutgers University Center for Government Services.
As the State Vice President and Conference Chair of the Municipal Information Systems Association of California (MISAC), Mr. Miranda promotes the goals of leadership, education and access to resources for local agency technology professionals enhancing local government services and effectiveness.
Mr. Miranda graduated from Carnegie Mellon University with a Master of Science in Software Management and also earned a MBA Technology Management from University of Phoenix, and a BS Industrial Technology/Quality Assurance from California State University Long Beach.
Mr. Miranda was born in Guam and lived in Adak, Alaska for a brief time while his father served in the US Navy. As a Fremont resident, Mr. Miranda is married and enjoys spending time with his wife and family.

In partnership with the City’s Digital Privacy Officer, Arti is working on building tools, capacity and partnerships through the Equity through Data and Privacy (EDP) program to support the City’s Office of Racial Equity, community-based organizations, and City departments to drive equitable data driven outcomes for San Jose residents with a focus on internal and external stakeholder engagement through data.
Prior to this Arti served as the Data Architect for the City where she managed the City’s open data portal, Open Data Community Architecture and its implementation.
