Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Arkansas Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Kelly was a keynote speaker for the International Toastmasters Convention and has keynoted major conferences and corporate events from coast to coast. Kelly’s powerful insights and wacky wit have charmed and inspired audiences for more than two decades. She is also known for her high-energy workshops and boot camps on leadership, team building, employee engagement and customer relationships. Morgan Wright - Featured Speaker

Senior Fellow, Center for Digital Government

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Morgan is the author of Identity Predators: Win the War Against Hackers.

Charlie Collins

Charlie Collins graduated from the United States Naval Academy and served as a Naval Intelligence Officer aboard an aircraft carrier. He then joined Procter & Gamble (P&G) and worked in the headquarters in sales and marketing roles. P&G moved him to Arkansas in 1996 to work on the Wal-Mart and Sam’s Club business. More recently, Charlie served in the Arkansas state legislature for eight years before joining state government as an employee in the Department of Finance and Administration’s Office of Budget this past January.

Stu Davis is a Managing Director within the Sense Corp Public Sector Division. With over 25 years of Information Technology experience working in state and county government, including 10 years of experience in executive leadership positions, Stu brings extensive knowledge in Public Sector IT systems and procedures and innovative solutions focused on business outcomes. Stu is a nationally recognized IT leader who previously led the State of Ohio’s Information Technology community and functioned as the State CIO. As CIO, Stu led an IT optimization effort that realigned unfocused and duplicative spending, directing much needed funding toward making the state a better place in which to live and work.

Deputy State Chief Data Officer and Enterprise Database Administration Manager, Department of Transformation & Shared Services, Division of Information Systems, State of Arkansas

Adita Karkera serves as the Deputy State Chief Data Officer (CDO) and Enterprise Services Database Administration Manager, with the Department of Transformation and Shared Services, Division of Information Systems (DIS). She has been with DIS for over 19 years and has played a key role in managing the organizational culture around data and data management. She is an IT and data management professional with extensive experience in management, processing and utilization of data for business across multiple data platforms. In her role as the Deputy State CDO, she is focused on cultivating data culture & literacy amongst state departments and working through policy and data sharing challenges to make the right data available and usable in the right ways to the citizens. Adita is also a Certified Public Manager and a Arkansas Governmental Manager.

Maria Markham, Ph.D.

Director, Department of Education, Arkansas Division of Higher Education

Director Maria Markham began service to the Arkansas Department of Higher Education in August 2016, but her history with higher education in Arkansas spans over a decade. She has worked in almost every facet of higher education at both a community college and a university; from a work study student, grant director, full-time faculty, adjunct, division chair, chief academic officer, and now, an agency leader.
Dr. Markham’s primary responsibility is oversight of staff whose jobs are to carry out the policy directives of the Arkansas Higher Education Coordinating Board (AHECB) and to develop funding recommendations for the state’s 11 public universities and 22 public two-year colleges as well as several other post-secondary entities. In addition, the agency is responsible for distributing approximately $180 million annually from state revenues and lottery funds intended to ease the financial burden of students seeking an education beyond high school.
In addition to her work at ADHE, Markham also is a member of the Governor’s Cabinet, the Arkansas Workforce Cabinet, the Blue Ribbon Commission for Data Analytics, the Arkansas Career Education and Workforce Development Board, the Arkansas 529 board, the Arkansas Economic Development Council Division of Science and Technology board, and serves on several other state boards and task forces. In 2019, Markham was appointed by Governor Asa Hutchinson to represent Arkansas as a commissioner for the Education Commission of the States (ECS). As commissioner, Markham will approve amendments to bylaws and provide strategic information to ECS staff regarding state education policy issues.
Dr. Markham is a double alumnae of Henderson State University where she received a BBA in Marketing and an MBA. She later received her Ph.D. in Business with a specialization in Organizational Leadership from NorthCentral University. Dr. Markham was named as one of Arkansas’s (2016) 40 Under 40 most Intriguing Business and Political Leaders and (2017) 200 Deal Makers by Arkansas Business.
Maria is the mother of five children, Charlie (11), Alyssa (11), Ava (7), Kate (7), and Benjamin (4) and the wife of Jeff Haigwood. Their family lives in Searcy.

Bob Sanders is the President and General Manager at the Arkansas Information Consortium (AIC), a subsidiary of NIC, Inc. Based in Little Rock, AIC develops and operates the largest collection of online services for state and local government in the nation at Arkansas.gov. Bob also studies and promotes emerging technologies, giving presentations around the country on leveraging technology in government to provide better service for citizens.

Anne Santifer is Director of the Office of Health Information Technology as of August 2018. Anne has nearly 10 years of experience in the operations, development, and policy supporting Medicaid quality improvement programs. She is experienced in program management, Value based programs and data and information technologies supporting health care and social service programs. Prior to joining OHIT, Anne served as the assistant director of health care innovations at Medicaid which included the successful Patient Centered Medical Home program.

It’s important to be able to paint a picture that resonates. Data alone is not enough anymore. It’s already over-used, mis-used, abused and fake-newsed. The key is wrapping your data in a way that makes people care. You need the secret ingredient that is probably missing from presentations, pitches, speeches and any situation where you are trying to get buy-in.     Nowadays, no one can reasonably claim that government silos are models of efficiency and economy. But conversely, a concentrated “IT monopoly” might not be the best answer either. It’s all about finding the right balance. “Shared services” might sound like a cliché, but they’re really the only way to make meaningful progress as an enterprise. This session discusses ways to shape a more collaborative environment that is a win-win approach for everyone involved.
