Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Arkansas Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Teri Takai – Featured Speaker

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Major Scott A. Anderson

Commander, 189 Operations Group Detachment 1, Arkansas Air National Guard

Major Scott A. Anderson is the Commander of the, 189th Operations Group Detachment 1, Little Rock Air Force Base, Arkansas. He is responsible for all training, planning, execution and support of Cyber Operations in the Cyberspace Operations Squadron in the 189th Airlift Wing.
Major Anderson graduated from Woodland High School in Washington State. Followed by graduating with honors from ITT Technical Institute, he then enlisted in the United States Air Force as a Communications and Navigations Apprentice. After serving Active Duty for 8 years, he joined the Arkansas Air National Guard, cross-trained to Cyber Systems Operations with the 123rd Intelligence Squadron. He was selected to get commissioned by attending the Academy of Military Science, then attended Intelligence Officer Training at Goodfellow Air Force Base, Texas. After Mission Qualifying as a Mission Operations Commander (MOC), he became an Instructor, MOC Subject Matter Expert, and Evaluator, executing hundreds of Intelligence, Surveillance, and Reconnaissance missions with the Distributed Ground Station Arkansas (DGS-AR).
Major Anderson was the Chief of Standards and Evaluations for DGS AR for the 123rd Intelligence Squadron, reorganized under the 188th Intelligence Surveillance and Reconnaissance Group in Fort Smith Arkansas, where he continued as the Chief Of Standards and Evaluations. He also served in many other positions with the 123 IS and 188 ISRG, Wing Inspection Team, Joint Incident Awareness and Assessment Team, Cyber Conversion Officer, Officer in Charge (OIC) of Information Technology Flight, OIC of Operations, Unit Compliance Manager, Quality Assurance Manager, Information System Security Officer, Physical Security Manager, Personnel Security Manager, COMSEC Responsible Officer, Operation Security Program Manager, Intelligence Oversight Manager, Lead Technician, and Fitness Program Manager. He has deployed to Columbia supporting Counter Drug Operations as well as Haiti after the devastating earth quake in 2009.
Currently he is the Commander, 189th Operations Group Detachment 1, Little Rock Air Force Base, Arkansas. Prior to this assignment, Maj Anderson served as the Director of Operations for the Cyberspace Operations Squadron. He was responsible for all directing, training, planning, execution and support of Cyber Operations in the Cyberspace Operations Squadron in the 189th Airlift Wing. He stood up this new training focused Cyber unit in a matter of months and graduated the first 20 students, March 2017.

Mr. Rob Cohan is a Senior Management Consulting Executive and Managing Director in Accenture’s Public Sector Consulting Practice. Mr. Cohan has over 25 years of experience in strategy, management consulting, digital transformation, sourcing, enterprise architecture, and managed services. Mr. Cohan’s leadership in digital innovation and transformation is paving a way for States to deliver constituent services that extend beyond brick and mortar limitations. Mr. Cohan leads teams that are providing My-Gov-My-Way transformation services to help government operate at the speed of business. Prior to Accenture, Mr. Cohan was with Gartner as a Senior Managing Partner and Industry Segment Lead in the State & Local Government group where he worked with government executives on planning an undertaking investments in digitalization and transformation agendas. Mr. Cohan has also held leadership and executive positions in other North American professional service firms, as well as roles in public service, including the State of Texas. He is a Certified Public Accountant with a BBA from the University of Texas, SA.

Mary is an Arkansas native with a passion for education. Armed with a public relations degree from the University of Central Arkansas and a lot of determination, Mary took on the advertising world in her first stop after college. After working for a small advertising agency in Little Rock, Mary transitioned into the world of adult education while working for a private coding school. Now the Director of the Arkansas Coding Academy, Mary helps connect students to the most productive educational route for their goals. Mary is also an avid hobby farmer, a process enthusiast, and has an unhealthy obsession with embarrassing her children.

Jennifer Davis

Jennifer Davis

Chief Privacy Officer, Department of Information Systems, State of Arkansas

Davis, an attorney, served for almost four years with the Arkansas Department of Education where she advised the commissioner and state Board of Education regarding laws, rules and procedures and represented the department in litigation matters and before legislative committees. Prior to her employment with ADE, Davis worked for DIS assisting the agency’s general counsel.
“As CPO, my goal is to work with other state agencies to establish a robust data privacy program that will provide a more efficient response to the needs of the citizens of Arkansas,” Davis said. “I look forward to understanding the unique needs and particular circumstances of each agency and collaborating with them to resolve any legal or analytical challenges of an enterprise privacy solution.”
The primary responsibilities of the CPO are to ensure agency compliance with laws governing privacy and access to protected data, and to assure that the use of technology does not erode privacy protections relating to the disclosure of personal information, according to the legislation.
Davis graduated with honors from the University of Arkansas at Little Rock William H. Bowen School of Law in 2013. She also holds a Master of Science in operations management from the University of Arkansas at Fayetteville and a Bachelor of Science in information science from the University of Arkansas at Little Rock.

Chief Technology Officer, State of Arkansas

Yessica Jones is the Arkansas chief technology officer (CTO) and director of the Arkansas Department of Information Systems (DIS). As DIS director, Jones leads more than 250 information technology (IT) professionals responsible for the state network, telecommunications services, and information systems.
Jones joined DIS as deputy director in January 2016. In November 2016, Governor Asa Hutchinson designated her as the acting director subsequent to the resignation of the previous director. She accepted the governor’s offer to serve as the agency’s permanent director in March 2017.
As CTO, Jones is the appointed chairperson for the Arkansas State Technology Council and chairperson of the Technology Oversight Council. She is also the designated state broadband manager. Jones is a member of the Open Data and Transparency Task Force, Arkansas Homeland Security Executive Committee, Arkansas Geographic Information Systems (GIS) Board, Information Network of Arkansas (INA) Board, and Arkansas Interoperable Communications Executive Committee.
In 2018, Jones was named one of StateScoop’s Top Women in Technology. In 2016, Jones was the recipient of a StateScoop Top 50 Up and Comer Award. In 2017, StateScoop named her as one of its Top Women in Technology. She was also nominated for a StateScoop Top 50 Award as a Golden Gov: State Executive of the Year.
Prior to joining DIS, Jones was an assistant professor in Harding University’s Department of Management Information Systems where she taught data management, database design and business applications programming. She has also served as a solutions developer for Little Rock-based Acxiom and as a database developer for Pennzoil. Jones also served as Gov. Asa Hutchinson’s outreach liaison to the Hispanic community.
Jones holds a B.S. in Computer Science and an M.B.A. from Harding University.

Adita Karkera serves as the Deputy State Chief Data Officer (CDO) and Database Administration Lead, Department of Information Systems (DIS). She has been with DIS for over 18 years and has played a key role in managing the organizational culture around data and data management. She is an IT and data management professional with extensive experience in management, processing and utilization of data for business across multiple data platforms. In her recent role as the Deputy State CDO, she is focused on cultivating the data culture amongst state departments and working through policy and data sharing challenges to make the right data available and usable in the right ways to the citizens. Adita is also a Certified Public Manager and a Arkansas Governmental Manager.

Dr. Lacity is a Walton Professor of Information Systems and Director of the Blockchain Center of Excellence at the University of Arkansas and author or coauthor of 28 books, most recently, of A Manager’s Guide to Blockchains for Business, SB Publishing, UK. She was previously Curators’ Distinguished Professor of IS at the University of Missouri-St. Louis. She has also held visiting positions at MIT, the London School of Economics, Washington University, and Oxford University. She is also a Senior Editor of MIS Quarterly Executive.

We’ve all met someone with intangible qualities that draw others in and make them say, “Wow!” Some call it charisma, magnetism, or the “It Factor,” but it’s nearly impossible to define. You can’t touch the It Factor, but you can immediately feel when someone has it. Why do some leaders have this seemingly magical presence, while too many of us come across as extraordinarily ordinary? Anthony Huey has spent the last 20 years as a communications coach answering this question by studying thousands of executives and the qualities that turn managers into inspirational leaders. He has discovered that most anyone can attain some level of the It Factor by understanding and changing how they are perceived while at the same time ratcheting up the willingness to influence and inspire those around them.
