Dr. Erin Carr-Jordan is the President/CEO of the Digital Equity Institute and Executive Director of Digital Equity and Social Impact of ASU's Enterprise Technology office. She has nearly two decades of experience in higher education, where her roles have included faculty, department chair, national director, and associate dean. As CEO of the Institute, she leads state-scale digital equity planning and ecosystem- building efforts designed to ensure people of all ages can safely and fully participate in every aspect of society, the economy, and democracy. She architects human-centered, large-scale, multi-sector initiatives that leverage technology and meaningful human connection to effectively address the complexities of vulnerability. Her portfolio includes leading projects with the Arizona Commerce Authority, NSF, USAID, NASA, the World Bank, CDC, and Battelle. She holds an Organization Leadership certificate from MIT, and is a triple alumna of Arizona State University, where she earned degrees in Broadcasting (BA), Human Development (MA), and Educational Psychology (Ph.D.).

Daren is a Data Professional and has been working both on the customer side and in sales engineering for 25 years. Daren has experience as an Enterprise Data Architect, Cloud Solution Data Architect and has worked for Fortune 300 companies as well as small research groups. He most recently helped several Departments of Health through the Covid 19 health crisis. One of his many achievements includes work in which he led a team that stacked the data for the Human Genomics project at the University of Utah, for which Dr. Mario Capecchi was recognized with the Nobel Prize for his efforts.

Stu is a nationally recognized IT leader who previously led the State of Ohio’s Information Technology community and functioned as State CIO. As CIO Stu led the conception and implementation of an IT consolidation and optimization effort that resulted in the realignment of unfocused and duplicative spending to being directed at making Ohio a better place for its citizens to live and businesses to be established and grow.
Stu led the State IT community via consensus driven approaches to technology adoption and the development of new IT services, and the delivery of these services.
Former State of Ohio CIO (~8 yrs) with 20+ years management of Information Technology and Geographic Information Systems in the private and public sector as well as international consulting experience. Past President of the National States Geographic Information Council (NSGIC), responsible for the coordination of State Geographic Offices and GIS Coordinators as well as a Past President of the National Association of State CIOs (NASCIO), responsible for the coordination of the community of all State CIOs nationally.

Rachel Frey is a principal in the Customer & Marketing offering portfolio. For the past 20 years Rachel has worked with state and local government agencies defining approaches and implementing business and technology solutions to enhance service delivery and customer engagement, prevent and detect fraud, waste and abuse, streamline business operations, and evaluate policies that drive these efforts. She has previously led Deloitte’s human services analytics efforts and currently leads its Artificial Intelligence offering for State, Local and Higher Education.
She has a master’s in Public Policy and Management from the Heinz School at Carnegie Mellon.

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

Lester Godsey is the Chief Information Security and Privacy Officer for Maricopa County, AZ, the fourth most populous county in the United States.
With over twenty-six years of higher education and local government IT experience, Lester has spoken at local, state, and national conferences on topics ranging from telecommunications to project management to cybersecurity and data. Lester has taught at the collegiate level for over twelve years in the areas of technology, business, project management, and cybersecurity. The author of numerous trade journal and online magazine articles, he is CISM and PMP certified as well as holding a BA in Music and a MS in Technology, both from Arizona State University.
As one of Government Technology’s 2021 ‘Top 25 Doers, Dreamers & Drivers’, he is currently focused on the impact of social media from a cyber and kinetic security perspective.

As the Western Regional Executive for State Government Strategy with T-Mobile, Gary works with elected officials and state agency and department executives to demonstrate T-Mobile’s commitment to serving the public sector. Gary engages with state government leaders to help them understand how T-Mobile’s 5G network – now the nation’s largest and fastest 5G network– can be leveraged for the benefit of their states and constituents.

Steve has 25 years of proven success driving excellence in transformational technology solutions that span complex network designs, security infrastructure, and managed services. Prior to his current role he was a director in operations and service delivery working directly with the largest SLED customers giving him a wide understanding of this segment. Steve has led countless teams that range in size, all focused on delivering complex, innovative solutions across diverse platforms. His strong leadership and collaboration skills are evident and equally match his passion for partnering with clients to reach their goals. With this background a focused stride to infrastructure modernization and broadband expansion are a top priority going forward. Steve resides in the metro Phoenix area with his family and is a native of northern Illinois.

Bianca Lochner, Ph.D., has over 20 years of experience in information technology and local government. Throughout her career, she led multiple digital transformations and innovations in education and the public sector, modernizing legacy technology and positively impacting how citizens and businesses interact with the city government. As the Chief Information Officer for the City of Scottsdale, she combines her passion for public service and the power of technology to transform the way government delivers to the community it serves. She previously served as the Assistant CIO for the City of Phoenix and as the CIO for two school districts, leading a broad portfolio of technology infrastructure and digital projects, developing Smart City strategies, creating a more transparent and open government, and fostering innovation and partnerships to improve efficiency and service delivery and enhance the citizen experience and well-being.
Bianca is the co-founder and co-chair of the Cybersecurity Council of Arizona, a nonprofit dedicated to expanding Arizona's cybersecurity workforce. She is also a board member and advisor for the ArizonaCIO, Girls in Tech, the Arizona Technology Council, the Regional Wireless Consortium, Evanta, the Greater Phoenix Smart Region Consortium Connective, and the World Academy of Science, Engineering, and Technology. Lisa Dee Meyerson Marshall is the Chief of Enterprise Programs & Consulting at ADOA-ASET. An enterprise-level leader with over 25 years of experience in information technology management, she has a proven track record of developing and operationalizing programs and transforming underperforming organizations, processes, and teams.
The Enterprise Programs that report to Lisa include Digital Government, Business One Stop, Data Governance, 911 Public Safety, Knowledge Management, IV&V Management, and Executive IT Consulting.

After volunteering to be a poll worker, Michael Moore developed a passion for Election Security. When the position was created, he became the first Information Security Officer for the Recorder's office at Maricopa County.
The greatest threats to elections are MDM and the resulting insider threat caused by radicalized citizens. The best protection against these threats is combatting lies with the truth, developing secure and resilient systems that prevent attacks whenever possible, allow for detections of compromise and facilitate accurate and rapid recovery. Michael has pushed forward these initiatives in his own organization as well as across the Elections community.

ADE's Chief Information Officer, Beth Neeley, joined ADE in 2021. With over 20 years of government and manufacturing experience, she is a passionate leader with a proven record of building fruitful partnerships to reach a common goal.

Morgan Reed spent 4 years as Chief Information Officer for the State of Arizona, where he led cloud transformations to consolidate 30 different email systems, modernize 15 citizen-facing applications, migrate critical agency workloads off the state-owned mainframe, and shut down the state’s largest datacenter after migrating 80% to the cloud. He joined Amazon Web Services (AWS) as an Executive Government Advisor, to coach State and Local Government Executives through strategy, policy, and governance challenges to help them accelerate their journey to the cloud, and help governments innovate for their customers.

Suzan Tasvibi-Tanha joined ADOA-ASET as its Chief Operating Officer (COO) in May 2022. Suzan is a leader with extensive experience in information technology, telecommunications, business process engineering, and the development of strong product teams. Her experience and leadership are focused on developing and delivering technology-driven business services and solutions to provide outstanding client services.
As COO, Suzan is responsible for all aspects of the operations within ADOA-ASET, including Cloud Operations, Service Management, State Network (AZNet Program), and Public Safety Communications (9-1-1 and FirstNet Programs). She is responsible for vendor partnership management in support of 31,000 users across more than 100 agencies.
As a member of the ADOA-ASET Executive Team, Suzan develops strategies to improve client service levels, maximize services, and control costs. This includes the enforcement of the state’s outsourced voice and data services affecting over 31,000 state employees. By effectively utilizing technology in alignment with corporate goals to employ cloud-first strategies and unlock new opportunities and value, Suzan’s efforts have resulted in cost savings of $35 million.
Suzan has been serving the State of Arizona for over 30 years. Prior to her initial retirement in 2018, she was the Chief Networking Officer at ADOA-ASET and subsequently served the state as an IT Executive Consultant to the Arizona Department of Transportation.

Matthew Thompson, CISSP, is an industry-recognized thought leader in the area of Identity and Security Management and currently leads Socure's Public Sector business while also serving as the President of the Board for the Kantara Initiative, the leading global community commons improving trustworthy use of identity and personal data through innovation, standardization and good practice. Matt is an innovator in the digital identity space with several patents and having co-founded ID.me, which was named to the “100 Brilliant Companies” list in 2014 by Entrepreneur Magazine. Matt has spent more than a decade working in the public and private sectors to promote privacy-enhancing, secure, interoperable, and user-friendly ways to give individuals and organizations confidence in their online interactions, which garnered him recognition by One World Identity as one of the “Top 100 Leaders in Identity” in 2017 and 2018.
Graduating as the Top Cadet from the Virginia Military Institute and as the President of the Armed Forces Association from Harvard Business School, Matt is a proven business leader, successful entrepreneur, Ironman triathlete, and decorated combat veteran. Steve Towns is director of content strategy for the Center for Digital Government. He is the former editor of Government Technology and has spent more than 25 years covering technology in the state and local government market.
Steve joined e.Republic in 1996. During his tenure, e.Republic’s print and electronic media have received many awards for editorial excellence, including “Magazine of the Year” from ASBPE for Emergency Management in 2013, “Best New Web Site” from ASBPE for emergencymgmt.com in 2009, ”Best Overall Publication” at the Maggie awards for Government Technology in 2008 and “Magazine of the Year” from ASBPE for Public CIO in 2007.

Steve Troxel has over 25 years of progressive experience in information systems infrastructure, software, cybersecurity and management, and over 10 years of experience as a business owner in the Arizona community. He served as the interim CTO of the Arizona Department of Education, and has been serving public sector agencies for over 15 years. He continues this passion as a solutions engineer at SHI, working with agencies and municipalities in Arizona, Colorado, Nevada, New Mexico, and Utah.

Spencer Visconti is a Cyber Security Specialist with over 20 years of networking and security experience. He brings ISP, commercial, and public sector customer expertise to his discussions. His current role has him focused on information security for government and education for Cisco Systems. Spencer is passionate about learning, teaching and good coffee. He currently lives in Albuquerque, New Mexico.

Len Zheleznyak is the Head of Customer Value and Transformation Advisory for the Public Sector at Google Cloud. In this role, he leads a team of professionals that assist the Public Sector in building the case for change through a comprehensive value driven methodology that uncovers efficiencies, increases citizen engagement, and delivers impactful mission outcomes. Len and his team partner with Cities, States, Federal Agencies, and Institutions of Higher Learning to uncover the opportunities that the intersection of technology, innovation, and government can deliver to improve the lives of the people these institutions serve.
Over the past 20 years, Len Zheleznyak has had leadership roles in Consulting, Strategy, and Value Engineering, with a continued focus on leveraging transformation to drive differentiated value in the Private and Public sectors.
