Arizona CIO J.R. Sloan has been a hard-charging advocate for making technology pull its weight in state government since taking over in 2019. The efforts of Sloan and his team at the Arizona Strategic Enterprise Technology (ASET) Office were perhaps most noticeable during the COVID-19 pandemic, when the state’s critical investments in cloud technology paid dividends. At the time, Sloan called the move “the single largest transformational initiative” of the last few years. That consolidation — which narrowed the footprint of 90 official and unofficial data centers spread across the state to two major locations and the cloud — enabled a quick transition to the remote work needs of some 90 state agencies. “Everyone had cloud-based tools for collaboration and virtual meetings. Moving quickly on cloud technologies really positioned us well for that transition,” he told GovTech in October 2020. The state’s trust-but-verify approach to IT shows prominently in how it vets cloud vendors through the AzRAMP process and its participation in the larger-scale StateRAMP initiative, an effort Sloan undertook a leadership role in crafting. Where government work intersects with the public, Sloan has been a force for progress. In 2021, he reported that the state’s resume of digital services had reached 266 — the equivalent of 550,000 transactions worth $147 million. Similarly, the creation of a new e-licensing platform streamlined access to professional licensing. In 2020, the state earned an A- grade for these efforts in the Digital States Survey* under Sloan’s leadership.

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

She architects human-centered, large-scale, multi-sector initiatives that leverage technology and meaningful human connection to effectively address the complexities of vulnerability. Her portfolio includes leading projects with the Arizona Commerce Authority, NSF, USAID, NASA, the World Bank, CDC, and Battelle. She holds an Organization Leadership certificate from MIT, and is a triple alumna of Arizona State University, where she earned degrees in Broadcasting (BA), Human Development (MA), and Educational Psychology (Ph.D.).

His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

Suzan Tasvibi-Tanha joined ADOA-ASET as its Chief Operating Officer (COO) in May 2022. Suzan is a leader with extensive experience in information technology, telecommunications, business process engineering, and the development of strong product teams. Her experience and leadership are focused on developing and delivering technology-driven business services and solutions to provide outstanding client services.
As COO, Suzan is responsible for all aspects of the operations within ADOA-ASET, including Cloud Operations, Service Management, State Network (AZNet Program), and Public Safety Communications (9-1-1 and FirstNet Programs). She is responsible for vendor partnership management in support of 31,000 users across more than 100 agencies.
As a member of the ADOA-ASET Executive Team, Suzan develops strategies to improve client service levels, maximize services, and control costs. This includes the enforcement of the state’s outsourced voice and data services affecting over 31,000 state employees. By effectively utilizing technology in alignment with corporate goals to employ cloud-first strategies and unlock new opportunities and value, Suzan’s efforts have resulted in cost savings of $35 million.
Suzan has been serving the State of Arizona for over 30 years. Prior to her initial retirement in 2018, she was the Chief Networking Officer at ADOA-ASET and subsequently served the state as an IT Executive Consultant to the Arizona Department of Transportation.

Prior to Google, Len served in Value Engineering roles at both Oracle and Palo Alto Networks where he helped build out their respective Public Sector Value Practices.
Len received his Bachelor’s Degree in Manufacturing Engineering from Worcester Polytechnic Institute and his Master’s in Business Administration from the University of Denver, Daniels College of Business. He resides in Colorado with his wife Jacqueline and their two children.
