Keynote - Bringing the “It Factor” to ITRegency Ballroom C/DAnthony Huey, President, Reputation Management Associates (@anthonyhuey) We’ve all met someone with intangible qualities that draw others in and make them say, “Wow!” Some call it charisma, magnetism, or the “It Factor,” but it’s nearly impossible to define. You can’t touch the It Factor, but you can immediately feel when someone has it. Why do some leaders have this seemingly magical presence, while too many of us come across as extraordinarily ordinary? Anthony Huey has spent the last 20 years as a communications coach answering this question by studying thousands of executives and the qualities that turn managers into inspirational leaders. He has discovered that most anyone can attain some level of the It Factor by understanding and changing how they are perceived while at the same time ratcheting up the willingness to influence and inspire those around them. This fast-paced and interactive keynote address provides practical and immediately implementable approaches to bringing the It Factor not just to you personally but to your organization. |

Concurrent SessionsNavigating the Cyber LandscapeCurtis A/BGovernment organizations of all sizes are under attack and the stakes have never been higher. Threats of all types are increasingly sophisticated and better organized. Spear phishing, ransomware and activism are becoming full-fledged industries with remarkably low barriers to entry. This session looks at the elements necessary to predict, prepare for and defend against today’s most insidious threats. Scott Campbell, Chief Information Security Officer, Internal Services Department, Information Security Office, City of Tempe Mike Lettman, Chief Information Security Officer, Department of Administration, ASET, State of Arizona Steve Lutinski, Director, Verizon Cyber Security Services Smarter Communities and IoTCassidyIt’s clear that smart technologies and IoT are the future of our communities. The positive economic impact and the widespread benefit to citizens of regionally implemented collaborative solutions makes taking on these solutions imperative. But how can government prepare for billions – soon to be trillions – of sensors and devices connected to one another that will transform our society? This session explores some innovative “Smart Applications” currently being implemented as well as what’s on the horizon, how to cope with what’s coming, and most importantly, how to secure it all. Stephane Frijia, Senior Vice President, Strategy & Research, Greater Phoenix Economic Council Daniele Loffreda, Advisor, State & Local Government, Education and Healthcare, Marketing Development and Consulting, Ciena Breann Preston, Senior Director, Strategic Programs, Research and Strategy, Greater Phoenix Economic Council Optimizing the Workforce and Workplace of TomorrowEllis EastFor years government has widely reported the onset of the “silver tsunami”. The looming retirement wave is driving the need to accelerate innovative recruitment and retention practices in government at all levels, particularly in IT. Questions about mobility, flexibility, collaboration tools and collaborative spaces are becoming common during the interview process and government is not always prepared to offer competitive answers in today’s legacy environment. This session offers a look at what some innovative organizations are doing to scrap outmoded practices, address modernization and embrace new paradigms. Daniel Lu, Product Marketing Manager, Okta Wyatt Sterusky, HR Performance Improvement Manager, Human Resources, Maricopa County The Power of Citizen Digital EngagementEllis WestTechnology is transforming society in fundamental ways as new generations grow up using digital devices before they can walk or talk. Many experts believe we are already reaching another inflection point in our digital lives. Needless to say, this puts pressure on government agencies to keep up with the times and – better yet – stay ahead of the curve. This session takes a look at employing a citizen-centric approach to technology solutions to make government services more accessible and effective for everyone. General Session - How Technology Can Help Stop the Opioid Crisis: Data in Social ActionRegency Ballroom C/DIt’s a well-known fact that much of the country is facing an opioid crisis. Many state and local governments are already fighting this battle through myriad health and law enforcement resources. But there’s more that state and local governments can do to battle the crisis through the use of technology — specifically, analytics. State and local governments collect a great deal of data on drug usage, overdoses, deaths and treatment through their law enforcement and health and human services activities. This session will explore how Arizona is working to find targeted solutions to the opioid crisis. Moderator: Rebecca Friedman, National Conference Director, Government Technology Cara Christ, Director, Arizona Department of Health Services, State of Arizona Christina Corieri, Senior Policy Advisor to Governor Ducey, State of Arizona Mary-Sara Jones, Industry Leader, Health and Human Services, IBM Jami Snyder, Deputy Director at Arizona Health Care Cost Containment System, State of Arizona |

Concurrent SessionsCloud Migration: Moving Out of the Fog and into the CloudCurtis A/BToday, it’s tough to find an organization that doesn’t depend on the cloud for something crucial. The question is no longer whether to venture into the cloud, yes or no. Now it’s a matter of “How, what, when and where?” Understanding and anticipating risks, limitations, scope and accountability are critical to success. This session explores the factors to consider before going “all in” (or even partway) and explores the current state of the cloud landscape. Hardik Bhatt, Leader, Smart Cities & Mobility Verticals, World Wide Public Sector – State & Local Governments, Amazon Tom Greiner, Senior Managing Director, Accenture Federal Services – Technology Business Lead Gary Hensley, Chief Operating Officer, ADOA/ASET, State of Arizona Data Driven Decision MakingCassidyData should be at the heart of all strategic decision making. Keynote – How to Be Successful During Times of Constant ChangeRegency Ballroom C/DH. James Dallas, Author, Speaker, Consultant, Change Agent (@hjamesdallas) Change is rampant within and across all industries and society as a whole, driven in no small part by Information Technology. The increasing pace and degree of change are causing many people to struggle and, unfortunately, get left behind. This is particularly challenging to those who are tasked with leadership and team-building (and in this day and age, who isn’t?). This session will identify how change and culture are intertwined; why people fail during times of change; and what you must know and do to not only succeed but also thrive. |

Fast Track SessionsRegency Ballroom C/DLeaving Behind a LegacyLegacy isn’t planned — it just happens. For many public-sector organizations, the challenges of operating with legacy systems are all too familiar. Legacy environments are expensive and time-consuming to maintain; are often single-purposed and reside in silos, making it difficult to share data and interoperate with other systems within the enterprise. Successfully overcoming the challenges raised by legacy IT requires a “legacy renewal” effort. This session will discuss the Arizona State Land Department's journey to take a paper application process that had existed for 100 years and transform it into to an entirely digital process. Ryan Johnson, Chief Information Officer, Arizona State Land Department Jill Pernice, Operations Director, Arizona State Land Department Maturing Data Management Practices at State AgenciesCreating a sustainable mature data centric environment across state departments requires not only efficient and effective technology solutions, but also and equally important, collaboration, governance, data driven decision making, relevant metrics, and a solid foundation of data centric standard processes. This session will discuss practical approaches and success stories for starting and attaining maturity for your data governance and information quality program and how to address and improve your organization’s information quality. Lisa Williams, Manager, Arizona Department of Water Resources, Office of Data Management Blockchain 101Blockchain is being called the next big transformational technology in government. What is blockchain? In a nutshell, it’s an incorruptible and transparent ledger of digital transactions. Examples include identity management, contract management, financial services, licensing, electronic voting and more. There is a lot to like. This session provides an introduction to this fast-emerging technology, why it is particularly suited to government applications and how to get started.
