Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Arizona Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.

Catherine A. Sanderson, Ph.D. - Featured Speaker

Manwell Family Professor of Life Sciences, Amherst College

Catherine Sanderson is the Manwell Family Professor of Life Sciences (Psychology) at Amherst College. She received a bachelor's degree in psychology, with a specialization in Health and Development, from Stanford University, and received both masters and doctoral degrees in psychology from Princeton University. Professor Sanderson's research examines how personality and social variables influence health-related behaviors such as safer sex and disordered eating, the development of persuasive messages and interventions to prevent unhealthy behavior, and the predictors of relationship satisfaction. This research has received grant funding from the National Science Foundation and the National Institute of Health. Professor Sanderson has published over 25 journal articles and book chapters in addition to four college textbooks, a high school health textbook, and a popular press book on parenting. In 2012, she was named one of the country's top 300 professors by the Princeton Review.

He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Dana Berchman is the Chief Digital Officer in Gilbert, Arizona, where she manages all internal and external communications, public relations, and marketing initiatives. She leads a digital team responsible for developing forward-thinking policies on social media, digital communications, web initiatives and other tools to better serve the public. Previously, she worked at Arizona State University where she taught Journalism and Public Policy courses and handled media relations. Dana also spent six years working as a producer and director at MTV and two years as a producer and writer for Andrea Mitchell at MSNBC, both in New York City. Dana earned her Bachelor’s Degree in Political Science from Arizona State University and her Master’s Degree in Journalism and Public Affairs from American University.

Chief of Operations to Arizona Governor Doug Ducey, Interim Director, Department of Economic Security, State of Arizona

Governor Doug Ducey’s chief of operations, Henry R. Darwin, was named interim Director of the Arizona Department of Economic Security on November 23, 2016. As the State’s COO, Henry oversees the operations of all State agencies and the deployment of the Lean principled Arizona Management System. As the DES interim Director, he leads the agency’s workforce of more than 7,000 employees in their vital mission to make Arizona stronger by helping all Arizonans reach their potential through temporary assistance for those in need and caring for the vulnerable.
Prior to joining the Governor’s office in August 2015, Henry worked at the Arizona Department of Environmental Quality for 18 years, serving as the Director from 2011 to 2015. As Director, he led the deployment of the first Lean management initiative in Arizona government.
An experienced environmental engineer and attorney, Henry was the only ADEQ Director to have worked in all three of the department’s major environmental programs.
He worked briefly as in-house counsel for the Salt River Project and served as an assistant Arizona attorney general on special assignment to ADEQ’s hazardous waste program.
In addition to numerous speaking engagements, Henry has testified before both the Arizona Legislature and U.S. Congress on a variety of issues critical to Arizona, including innovation in the processes of environmental protection.
In November 2016, Henry was elected a Fellow by the National Academy of Public Administration, an organization chartered by Congress to assist government leaders in building more effective, efficient, accountable and transparent organizations.
A native of Yuma, Henry holds a Bachelor of Science degree in engineering from the University of Arizona, and Juris Doctorate from Lewis & Clark College’s Northwestern School of Law, and is a licensed attorney.

Frank J. Grimmelmann is President & CEO/Intelligence Liaison Officer for the non-profit Arizona Cyber Threat Response Alliance ("ACTRA"), independent of, but closely affiliated with the FBI's AZ InfraGard Program. In this capacity, Mr. Grimmelmann represents the private sector in the Arizona Counterterrorism Information Center ("ACTIC"), and is the first private sector representative on its Executive Board.
ACTRA’s Members include both public and private sector organizations. He also serves as the private sector cyber intelligence liaison to the FBI, the ACTIC, and the FBI's Arizona InfraGard Program. ACTRA's focus is to enable private/public sector Member Organizations to empower themselves to respond to the escalating national cyber threat, and to leverage InfraGard's vast private sector volunteer membership as a force multiplier in protecting our Nation's critical infrastructure and National Security interests. ACTRA serves Member Organizations across 14 USDHS Critical sectors across the Southwest, those with intellectual property to protect and those that could have a major economic impact. It also supports SMB solutions through leveraging select managed security service solution (MSSPs) providers. Mr. Grimmelmann serves as the National Co-Chair for the recently formed Information Sharing & Analysis Organization Standards Organization’s (‘ISAO SO’) ‘ISAO Creation Workgroup’ at the University of Texas San Antonio (UTSA), created under the President’s Executive Order 13691. He also serves on Grand Canyon University’s (GCU)
President’s STEM Advisory Board, on the University of Arizona’s (UofA) Artificial Intelligence Advisory Board, on Arizona State University’s (ASU) Center for Emergency Management & Homeland Security Advisory Board, on the Maricopa County Community College’s (MCCC) Business & Industry Leadership Team, on the NSA cybersecurity certified Estrella Mountain Community College’s Cybersecurity Advisory Committee, on the Arizona Technology Council Cybersecurity Committee, and on the Greater Phoenix Chamber of Commerce’s Advanced Business and Finance Council as a Team Lead for its Cybersecurity Workforce Pipeline Initiative. Mike Lettman is a recognized technology leader with over 28 years of experience in government information, security and technology. As the State Chief Information Security Officer (CISO), he provides strategic direction for information security to over 130 public agencies. With a focus on statewide enterprise and standardization efforts, Mike leads the Security, Privacy and Risk team for the Arizona Strategic Enterprise Technology (ASET) Office. With alignment to the State’s Strategic IT Plan, he ensures and enhances the State of Arizona’s security and safety.
Mike’s responsibilities include identifying, developing, implementing and maintaining processes across the State to reduce IT risks. He is responsible for incident response, establishing appropriate standards and controls, and directing the establishment and implementation of policies and procedures. Mike is also instrumental in building relationships with a variety of partners including the MS-ISAC, Department of Homeland Security, and the FBI.
Prior to his work for the State of Arizona, Mike served as the Chief Information Security Officer (CISO) for the State of Wisconsin and previously as the Chief Technical Officer for the State of Wisconsin’s Department of Justice. In addition, he was the State of Wisconsin’s advocate for security awareness representing a variety of industry committees including Wisconsin’s Cyber Terrorism task force.
Mike holds a Bachelor of Science in Management and Computer Science from the University of Wisconsin and remains an active member of the Arizona Fusion Center and the co-chair of the Multi State Information Sharing and Analysis Center (MS-ISAC) SCADA work group.

Roseann Osborn Perez

Roseann Osborn Perez is the ITC Division Manager for the Maricopa County Department of Transportation. She has worked for Maricopa County since 1982 when she started her career as a Management Information Systems (MIS) Specialist. Roseann has risen through the ranks at the County and has also served as an MIS Supervisor, an Assistant Project Manager and as an Application/Program Manager. As ITC Division Manager, she is responsible for evaluating and bringing technology to business processes to improve efficiency for five Maricopa County departments. Roseann was recently awarded the first Tom Manos Outstanding Service Award from Maricopa County. Jason a global technology leader with extensive experience in software development and IT systems. Additionally, Jason has deployed systems for many internal business units, like fraud prevention, tax, HR, legal, and others.
Jason is the Chief Technology Officer (CTO) for the state of Arizona where he is leading the transformation of information technology statewide. He is responsible for moving the state towards best in class solutions and leveraging providers. Jason and his team own the budget, negotiations and vendor selections for the State. In addition to his role as CTO, Jason is a contributing member of the Amazon Web Services (AWS) CIO Advisory Council.
Prior to joining the state, Jason successfully implemented JobVite and Cornerstone on Demand, in the HR space. He also delivered LivePerson for sales and support chat as well as driving the adoption of Okta for Single Sign On and Jive for a social collaboration company portal.
Jason holds a Bachelors degree in Computer Systems Engineering from Arizona State University and an MBA from ASU’s W.P. Carey school of business.
