Morgan Wright - Featured Speaker

Senior Fellow, Center for Digital Government

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Morgan is the author of Identity Predators: Win the War Against Hackers.

Author, CNN Contributor on Public Safety, Former Chief of Police

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Ryan Allen

Chief Information Security Officer, Office of Information Technology, State of Alabama

Mr. Ryan Allen is the appointed Chief Information Security Officer for the Office of Information Technology, where he leads the State of Alabama’s Cyber Security initiatives.
Mr. Allen brings a wealth of experience to the State’s IT leadership team. Prior to this appointment, he served as Division Director of Infrastructure and Cyber Security for Children’s Hospital of Alabama, where he led IT operations functions for the third-largest pediatric hospital in the U.S. Ryan held a concurrent role with the UAB Department of Pediatrics as the Director of Operations, overseeing the Department’s IT and facilities efforts.
Ryan has a Master’s of Science in Health Administration and a BA in Technical Writing from the University of Alabama, Birmingham, and also holds a CISSP, CPHIMS, and CHPS certification. He earned a Presidential Service Award for his time spent volunteering as a POST certified police officer and continues to work with local law enforcement on cyber-crime initiatives.
Ryan is affiliated with numerous community organizations, including: Mentoring for the Holy Family Cristo Rey High School Corporate Work Study Program, serving as a Board Member of Lord Wedgwood Charity, and a participating member of the American College of Healthcare Executives and Health Information and Management System Society.

Jim Carlson’s career with CenturyLink has spanned 29 years and he has held roles in IT, Finance, Billing, Product Management, Product Development Marketing and Sales. Jim has lead initiatives at CenturyLink to bring new technologies to market, rationalize CenturyLink’s product portfolio and CenturyLink’s entry into the “web world”. He currently works with CenturyLink sales teams across the country helping them describe the power of CenturyLink’s Public Safety portfolio of solutions to their customers.

Information Technology Manager, City of Montgomery

Savio serves as the IT Manager (Systems) for the City of Montgomery. Since joining the organization he has worked with various City leaders in developing and enhancing numerous projects across all departments. Prior to that he held over 20 years of experience in the Information Technology field. Within the last two years, Savio has played an instrumental role in launching the City of Montgomery’s Open Data portal, which provides its 250,000 residents with easy access to key public information. Publishing data and statistics from four major domains—Finance, Public Works, Public Safety, and Public Information—ensures that the City provides the means for offering greater transparency, accountability, and responsiveness to the community which it serves.

Gary Parker

Chief Data Officer, Data Governance Office, and Director, Alabama’s State HIE (Health Information Exchange) – One Health Record, Alabama Medicaid Agency

Mr. Parker has over 30 years’ experience at all levels of systems and policy design, development, implementation, and strategic plan formulation in both the public and private arenas.
Gary begin his State public administration career in 2008 as a project manager working for the Alabama Department of Mental Health. In 2011, he began working for the Alabama Medicaid Agency, most recently serving as the Agency’s Director of Health Information Technology, which included the State’s HIE Program, Alabama One Health Record®.
In October 2018, he was named the Agency’s Chief Data Officer. His new responsibilities include the implementation of Enterprise Data Governance and the management of the Agency’s Data Governance Office, in addition to his continuation as the Director of Alabama One Health Record®.
Mr. Parker possesses a Bachelor’s degree in Finance from the University of Alabama, an MBA from Auburn University - Montgomery and attended the Thomas Goode Jones School of Law at Faulkner University where he earned his JD. He has been a member of the Alabama State Bar since 1999.

Associate Director of Technology, Center for Advanced Public Safety (CAPS), College of Engineering, The University of Alabama

Dr. Jeremy Pate is the Associate Director of Technology at the Center for Advanced Public Safety (CAPS) at The University of Alabama. CAPS is a 125-person R&D organization involving faculty, research scientists, engineers, and students - dedicated to innovation in traffic safety, law enforcement, and public safety technology, as well as research in decision support systems and data analytics. Jeremy has led multiple state wide traffic safety and law enforcement projects in Alabama, Mississippi, Georgia, New Mexico, and Arkansas. In addition to his work on these projects, he is involved in computer science research in the areas of machine learning, intelligent analytics, and recommender systems.

Michael Vanhook

Director of Product Management, Office of Information Technology, State of Alabama

Michael Vanhook is the Director of the Office of Product Management (OPM) at the State of Alabama Office of Information Technology (OIT). He has also been an IT Project Manager for the OIT Enterprise Project Management Office (EPMO) and Information Services Division (ISD), a Statewide GIS Coordinator for the Alabama Geospatial Office at ISD, a GIS Specialist at the Alabama Emergency Management Agency (AEMA) and for the South Central Regional Planning and Development Commission (SCADC), and a GIS Technician for the University of Alabama Office of Land Management. He graduated from the New College program at the University of Alabama with a Bachelor of Science degree in Environmental, Geographic, Computer and Solar Technology Applications, and has obtained GIS Professional Certification (GISP). He has served in professional in leadership from regional government to statewide responsibilities and national organizations including: National States Geographic Information Council (NSGIC), Geographic Information Systems Certificate Institute (GISCI), Coalition of Geospatial Organizations (COGO).

Clay Weaver

Chief Solutions Officer, Office of Information Technology, State of Alabama

Clay Weaver is the Chief Solutions Officer (CSO) for the Office of Information Technology (OIT), responsible for delivering business and technology solutions to State agencies. Clay leads a group of divisions consisting of the Enterprise Project Management Office, the Applications and Development division, the Product Management division, the Communications and Training division, and the Alabama FirstNet program. Prior to accepting this role, Clay served as director of OIT’s Enterprise Project Management Office and was instrumental in implementing the State’s first IT Project Governance framework.
Clay has over 26 years of management experience in delivering IT solutions, 17 of those years serving as Software Development Manager for the State of Alabama’s Department of Rehabilitation Services. His work experience spans State Government, Federal Government, U.S. Military, and commercial sectors. He is a retired Army Warrant Officer, serving 24 years of which 10 were on active duty. He served a one-year deployment in support of Operation Iraqi Freedom, providing IT leadership in establishing a Theater Command Center in Kuwait.
Clay holds a BS in Management Communications from Southern Christian University and an MBA from Liberty University. He and his wife, the former Sharon Mitchell, have three children. They live in Montgomery and are members of Saint James United Methodist Church.

Principal Technical Consulting Engineer, AT&T

Owen is currently a member of the AT&T Gulf States Wireless RAN engineering team. The RAN team manages RF planning, design, performance, optimization, radio spectrum and traffic capacity planning for macro cell towers, small cell, and DAS systems. Owen began his career in wireless in 1995, after working in the computer manufacturing industry for six years. During the past 25 years, Owen has had the good fortune of working across all disciplines of RAN engineering, including a few years of network field operations.
