The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Michael Hakkarinen - Keynote

Instructional Technology Specialist, Utah Education Network

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

DuWayne Aikins Sr.

Principle Architect, Strategic Services, AT&T

DuWayne Aikins Sr. is a member of the AT&T Public Sector organization and serves as a Principle Architect for AT&T Strategic Services in support of State, Local, Education markets. DuWayne served as AT&T Director of Information Assurance Programs within the National Information Systems organization and had dual responsibilities providing oversight to a number of programs for some of our Government customers as well as the Senior Program Manager for the Managed Trusted Internet Protocol Service (MTIPS). He was responsible for helping to set strategy for our Cyber Security business line, partnering with the Chief Security Office for developing Managed Security Services for the Government market, and being the team lead for Trusted Internet Connection (TIC).
DuWayne has been with AT&T for 12 years, serving in Business Development, Program Management, Security Sales Overlay, and Applications Sales Consultant. In October 2008, DuWayne accepted the role as Senior Program Manager for the Managed Trusted Internet Protocol Service (MTIPS) and was promoted to a Director position in 2010 to help develop business opportunities in support of the Comprehensive National Cybersecurity Initiative. As Senior Program Manager for MTIPS, DuWayne’s focus was to create a partnership with the AT&T Chief Security Organization to design, create, and deploy a TIC compliant infrastructure that includes multiple TIC Portals and Watch Operations Centers throughout the continental U.S.
Prior to joining AT&T, DuWayne served honorable for 23.5 years as a U.S. Navy Cryptologist. He served in a number of shore and sea assignments to include 11 years in positions supporting Information Warfare and Information Operations/Computer Network Operations.
DuWayne holds an Associates Degree in Microcomputer Technology from Central Texas College, a Bachelor of Science Degree in Liberal Studies from Regents College of New York, a Graduate Certificate Program in Telecommunications and Information Systems from John Hopkins University, a Master of Science Degree in Computer Information Systems from Madison University, and a Graduate Certificate Program in Strategic Program Management from Villanova University. DuWayne is certified as a PMP and also maintains a GIAC GSEC certification.

Katrina Bowling

Education Systems Administrator, Office of School Readiness, Department of Early Childhood Education, State of Alabama

Katrina Bowling’s educational credentials and certifications include a Bachelor’s degree in Elementary Education from Troy State University, a Master’s degree in Educational Leadership from the University of South Alabama, and a CompTia Network+ Certification. She is in the process of earning her Doctorate of Education with a Concentration in Leadership and Technology through William Howard Taft University. Over the course of her career, Mrs. Bowling has been a classroom teacher, a private preschool director, a teacher mentor, an instructional technology coach, a school administrator, a school system Director of Technology, a Coordinator of Instructional Support and Student Assessment, a Director of Elementary Instruction and First Class Pre-K, and is currently serving as the Education Systems Administrator for the Alabama Department of Early Childhood Education.
Mrs. Bowling has created and facilitated numerous online professional development courses for educators and administrators across the state through eLearning of Alabama. Additionally, she is a certified and experienced AdvancED District Accreditation External Review Team Associate Lead. She has been the recipient of the coveted Marbury Award for Technology Innovation from the Alabama State Department of Education and her innovations in educational technology have been featured nationally in both an EMC2 whitepaper and an Ed Tech Magazine article entitled “The Way to Go.” She has presented at state and national conferences including ASCD (Association for Supervision and Curriculum Development), AETA (Alabama Educational Technology Association), and ISTE (International Society for Technology in Education). Mrs. Bowling is a member of the Delta Kappa Gamma International Society for Key Women Educators.
Throughout her extensive career, Mrs. Bowling’s passion for children and bringing to fulfillment the potential inside each one has only grown. She thrives on both the rewards and challenges inherent in being an educational leader and innovator, and revels in finding ways to refine and improve the educational process for students and the instructional process for teachers as well as those who support and encourage them to continue growing and developing.

Curtis A. Carver Jr., Ph.D.

Vice President and Chief Information Officer, The University of Alabama at Birmingham

Dr. Curtis Carver was named Vice President for Information Technology and Chief Information Officer in June 2015, following a national search. In this role as servant leader and enabler of others, he leads a team of dedicated professionals who support UAB’s mission by providing world-class IT solutions with a focus on innovation, agility, and cost efficiency.
A senior leader in higher education information technology, Dr. Carver came to UAB from his position as vice chancellor and chief information officer for the Board of Regents of the University System of Georgia, having previously held key leadership positions at the U.S. Military Academy at West Point.
Dr. Carver earned a bachelor’s degree in computer science from the U.S. Military Academy at West Point and his master’s degree and doctorate in computer science from Texas A&M University. Throughout his career, he has received numerous national and international honors and awards for military, teaching, and research excellence. Dr. Carver is a frequent keynote speaker and has published extensively.

State Administrator, Business Relations Program, Department of Rehabilitation Services, State of Alabama

Leslie Dawson is the State Administrator of the Alabama Department of Rehabilitation Service’s Vocational Rehabilitation’ Business Relations Program - READI-Net program (Resources for Employment and Disability Information). Leslie began her career with ADRS as a Vocational Rehabilitation Counselor in 1997 and moved into a Business Relations position in 2004. Since that time, Leslie has been responsible for developing and maintaining partnerships with Alabama employers in order to facilitate the employment and retention of individuals with disabilities. In addition to serving as a consultant with business and industry on disability and employment related issues, Leslie serves as the ADRS statewide technical advisor for RAVE (Retaining a Valued Employee). Leslie travels state-wide providing disability and employment related trainings to employer partners on such topics as Disability Etiquette, Disability Awareness, ADA, Section 503 of the Rehabilitation Act and Emergency Response for Employees and Customers with Disabilities. Mrs. Dawson received her Master’s degree in Vocational Rehabilitation Counseling from the University of Alabama and is a Certified Rehabilitation Counselor, as well as a Nationally Certified Counselor.

Mike graduated from Auburn University at Montgomery with a degree in Information Systems. Mike has 43 years total service with ALDOT and has worked in the Computer Services Bureau for over 30 years developing and managing application systems in various areas.
Currently, Mike is the IT Manager responsible for the areas of Pre-Construction, the Construction and Materials Management System (CAMMS) and the various Maintenance systems for ALDOT.

Jason Martin

Assistive Technology Specialist for the Blind, Department of Rehabilitation Services, State of Alabama

Jason Martin is the Assistive Technology Specialist for the Blind, he has a Bachelor’s degree in Radio, Television, and Film from Auburn University and a Master’s degree in Special Education and Visual Impairments from the University of Alabama Birmingham. He is a native of Talladega Alabama and attended the Alabama School for the Blind and years later returned to teach Assistive Technology to low vision, Blind, and Deaf-Blind students at the Alabama Institute for Deaf and Blind. Jason has been with the Alabama Department of Rehabilitation Services for four years in his current position and in 2017 he was awarded Advocate of the Year by the Montgomery Area Committee on the Employment of People with Disabilities. He has also held the position of Second Vice President of the state board of the Alabama Council of the Blind for the past four years. Jason is married to his loving wife Shelby, has four children, and three very masculine poodles.

Jay Moseley

Jay Moseley

Director, Alabama Fusion Center

James S. Moseley Jr. (Jay) is the Director of the Alabama Fusion Center which focuses on both criminal and terrorism information sharing and intelligence analysis. In this position, he oversees daily operations of the Alabama Fusion Center and advises command leadership on issues leading to the enhancement of the organization’s overall mission. Director Moseley was appointed as the Director in May of 2014. He currently serves on numerous boards and committees including the National Fusion Center Association (NFCA) Executive Board, the Alabama HIDTA State Board, the Executive Joint Terrorism Task Force Steering Committee for Alabama and the Alabama Law Enforcement Coordinating Council Executive Board for the Middle District of Alabama. In 2012, Director Moseley retired from the Alabama Air National Guard as a Chief Master Sergeant after 26 years of honorable service.

Charles R. Murph

Region Lead, First Responder Network Authority

Charles Murph is the Region IV Lead for the First Responder Network Authority working with Mississippi, Alabama, Georgia and Florida. Before joining FirstNet, Mr. Murph was an Assistant Director with the Alabama Law Enforcement Agency where he served as the state’s FirstNet Single Point of Contact designee and as the Statewide Interoperable Communications Coordinator.
Mr. Murph served 5 years as a county Emergency Management Director and 15 years as a volunteer firefighter. Mr. Murph is a graduate of Troy University where he earned a Bachelor’s in Political Science and a minor in Criminal Justice. He is a recent graduate of the Naval Postgraduate School’s Center for Homeland Defense and Security Executive Leaders Program.

Clay Weaver

Clay Weaver

Chief Solutions Officer, Office of Information Technology, State of Alabama

Clay Weaver is the Chief Solutions Officer for the Office of Information Technology (OIT), responsible for delivering business and technology solutions to State agencies. Clay leads OIT’s Solutions Development and Management group of divisions consisting of the Enterprise Project Management Office, the Product Management division, the Applications and Development division, and the Communications and Training division. Prior to accepting this role, Clay served as director of OIT’s Enterprise Project Management Office and was instrumental in implementing the State’s first IT Project Governance framework.
Clay has over 29 years of management experience in delivering IT solutions, 17 of those years serving as Software Development Manager for the State of Alabama’s Department of Rehabilitation Services. His work experience spans State Government, Federal Government, U.S. Military, and commercial sectors. He is a retired Army Warrant Officer, serving 24 years. Clay holds a BS in Management Communications from Southern Christian University and an MBA from Liberty University.

Matt started his career in IT sales in 1994 with a Compaq partner in the Southeast US. He joined Compaq Computer Corp as a Storage Specialist in 2000 and transitioned to HP via acquisition. In his 13 year tenure with HP he served in several roles including: Channel Storage Specialist, Enterprise Storage Specialist, USD Specialist and Storage District Manager. Matt was named Storage Specialist of the Year for HP in 2009. Through his career at HP, Matt developed relationships with customers in the SMB, Commercial and Enterprise market in the Southeast US. In June of 2013, Matt joined TSA as a Managing partner. Matt, his wife and three children have made their home in Birmingham, AL. The Wrenn’s are very active in their community and church. Those priorities guide his commitment to excellent customer service through integrity.

Allison focuses her time on managing the Laserfiche Consulting Services and Sales teams located in the DC office. She specializes in project and program management and runs many of the DC office’s enterprise scale implementations. Can we ever be 100% digitally secure in this age of IoT, Cloud, mobility, data-sharing, hacktivism, cyberwarfare, et al.? The answer, of course, is no. Government is diligently working to improve security and thus lower the odds. However, it is imperative to also have plans and policies in place to follow if a hack does occur, and much can be gleaned from debacles and near-misses in the public sector. This session looks at what we can do to limit damage if/when disaster strikes.
