Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Los Angeles Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Brian Elms - Day One Featured Speaker

Brian Elms is a founding member of Denver’s Peak Academy. He was born in Denver and raised in the outlying suburbs. He graduated from Regis University and then served in the National School and Community Corps (AmeriCorps) as a team leader. He joined the Rendell for Governor campaign and eventually would serve as the Policy Director for the Pennsylvania Department of Aging. After working for AARP, Brian moved back to his hometown and served as the Assistant Director of Government Affairs at Denver International Airport. In 2012, he started working with the Peak Academy. He is a terrible snowboarder, a slow runner, and a horrible ping pong player. He has an incredibly awesome daughter and lives in Denver with his wife Leslie. Brian believes we can all change the world one innovation at a time.

Jessica has advised over 100 government executives including Mayors, Governors, State CIOs and Agency Secretaries across the United States on the establishment of digital government initiatives and performance management programs.
Jessica also developed a consulting practice at Socrata on open data policy development, enterprise data management and data governance, and digital government program management.
Prior to Socrata, Carsten worked as a Policy Analyst at the Center for Global Development, and as a Program Manager at Johns Hopkins SAIS African Studies program.

Deputy Director, Innovation Team, Mayor’s Office of Budget, Innovation and Excellence, City of Los Angeles

Julienne Chen is the Deputy Director of the Los Angeles Innovation Team, with a focus on implementing projects within the city that support inclusive neighborhood revitalization. She works closely with departmental partners to generate and implement data-driven and responsive solutions including process engineering, customer-centered design, technology and capital improvements, development of new programs, policies, legislation and competitions.
Prior to Los Angeles, Julienne was a part of the Mayor’s Innovation Team in Louisville, KY. She has a background in the public, private and non-profit sectors, with broad ranging experience in supporting government innovation across multiple departments and issues, as well as leveraging investments in transit and other urban infrastructure to create great places.

Chief Data Officer, Office of Mayor Eric Garcetti, City of Los Angeles

Lilian Coral is the Chief Data Officer for the City of Los Angeles. Ms Coral joined the Office of Mayor Eric Garcetti, after having spent the previous 10+ years working on a wide range of health and human services issues as an advocate and executive leader. Having had the opportunity to work with labor unions, NGOs, foundations, and human service agencies at all levels of government, she felt inspired to apply her experience to re-thinking the way in which government uses data and technology to serve its citizens.
Most recently, as the founding Director of 2–1–1 California, she led a network of 26 non-governmental organizations, available to over 33 million Californians. The most significant challenge faced was: transforming legacy systems into state-of-the-art services that leverage technology to improve the lives of the most under-privileged in our communities. 2–1–1 programs throughout the U.S.A. and Canada provide the public with information, assessment and linkages to a wide range of public and private community resources, health and human services, and disaster response assistance.
Ms. Coral holds a master’s degree in public policy from UCLA and is a native of Colombia, a place from where much of her inspiration for innovation and social justice emerged.

Director, Innovation Team, Mayor’s Office of Budget, Innovation and Excellence, City of Los Angeles

Amanda Daflos serves as the Director of the Innovation Team in the Mayor's Office of Budget and Innovation in the City of Los Angeles. Her team works on key mayoral priorities and collaborates across the City to define pathways to improvement. The first project to be tackled by the Los Angeles i-team will be to explore innovative, collaborative ways to spur neighborhood revitalization to improve the lives of existing residents and minimize displacement of long-time residents and local businesses.
Amanda previously worked as a Senior Manager at Deloitte Consulting, and has spent the last decade leading major federal, state and local government projects in the US and abroad. Her work focused on business process and organizational innovation and redesign, cost savings, change management and IT transformation and resulted in agencies winning awards such as the 2009 Social Innovation Spotlight Award from Governor Schwarzenegger and the 2014 National Association of Counties (NACo) Recognition Award.
Prior to joining Deloitte, Daflos spent over four years working as the Director of Programs for an international non-profit organization where she was responsible for programming and operations in the US, Tanzania, Peru and Nepal. She cofounded an event in Nepal which benefited organizations in Nepal. She also directed the fundraising for and managed the building of a school she founded in Nepal, which was completed in 2013. Daflos presently serves in support of the Los Angeles Honorary Consulate General to Nepal, an advisory role she accepted in the wake of the 2015 earthquake. Daflos holds a Masters of Public Administration from the University of Colorado and a BA from Hamilton College. She is a 2014 graduate of the Leadership Tomorrow program in Seattle and lives in Los Angeles.

Rick Davis has over 25 years of experience in the Information Technology services industry and has been with CGI for 20 years. He has been working with government and commercial industry throughout this period providing Enterprise and Solution Architecture services.
Rick is the CGI West Business Unit CTO. Rick oversees all solutions and technology for CGI within the West. In this capacity Rick defines vision and establishes the innovation necessary to support our client’s needs.
Rick holds Master of Arts in Computer Science and a Bachelor of Arts in Mathematics from Sacramento State University.

Vyki Englert

Co-Founder, Compiler.la

Vyki is a software developer, cartographer, and cyclist who fell in love with Los Angeles after landing in downtown in 2012. Raised in a college town on the east coast, she was introduced to advocacy early and has found herself pushing for change in a world that often shies away from progress.

In 2014, Vyki cofounded Compiler LA, a civic tech consultancy dedicated to building a better Los Angeles. Currently she also volunteers with Hack for LA. Previously Vyki worked at NationBuilder building a national voter file to empower smarter campaigns. She also built Onebox, an open source ruby gem, as an immersive learning experience and hands on intro to the open source community for new developers.

Vyki helped launch the city of Santa Monica's open data initiative by publishing the city's first datasets online, as well as launching new websites tailored toward engaging the public in the city's planning and development processes.

From running a nonprofit bike cooperative to working for city government, Vyki has found data to be necessary today to empower individuals in building strong capable communities. She firmly believes Los Angeles is an ideal proving ground for new ideas in livability. Vyki currently lives car-free in downtown Los Angeles.

Shmel Graham is a native of Los Angeles and a licensed California attorney with extensive experience driving complex infrastructure investments and strategic largescale projects in fast-paced, matrixed environments. Currently, Shmel works in the Office of Mayor Eric Garcetti's Operations Innovation team where she leads the citywide effort to drive long-term sustainable operational reform in real estate asset management. Prior to the Operations Innovation, Shmel served in the Mayor's Office of Public Safety implementing regional technology infrastructure projects that supports police and fire operations.
Shmel is an alumna of the University of Michigan, where she received her Bachelor of Arts degree in English and Political Science. She earned her Juris Doctorate from Indiana University School of Law – Indianapolis, and studied abroad at Renmin University of China School of Law in Beijing, China. Ms. Graham also completed the Los Angeles African American Women’s Public Policy Institute (LAAAWPPI); and the Real Estate Associate Program (REAP) professional development programs.

Jim Green is the Chief Information Officer for the Los Angeles County Department of Public Health, the second largest municipal public health agency in the United States. Working at the public health frontier, the Department of Public Health makes a difference every day in the lives of the 10 million residents of the County of Los Angeles, where a public health workforce empowered by information technology leverages community engagement and the most current science. Jim is responsible for information systems leadership for a diverse set of public health programs protecting health, preventing disease, and promoting health and wellbeing for everyone in Los Angeles County. Each or these programs has unique information systems requirements and relies on technology for efficiency, effectiveness, and innovation.
Jim’s experience spans more than 30 years in health care and public health. He has diverse IT experience in business, education, research, and government. He has played leadership roles in health behavior research organizations at USC and UCLA; served as Vice President of Web Development at IAM.COM, an entertainment industry start-up; directed the Solution Development organization at iSuppli, an electronic components supply chain company; and served in a number of leadership roles in healthcare and public health information systems before joining the Department of Public Health as its first Chief Information Officer in 2006.
Jim is passionate about information technology and public service. Even more so, he is committed to the mission of public health and loves playing a leadership role in protecting health, preventing disease, and promoting health and wellbeing for Los Angeles County.

Mr. Hamilton has been working in the Information Technology industry for over 30 years, with over 20 years of experience dedicated to Information Security. As Vice President of the Security Solutions Division at PTP, he is responsible for the direction and operations of the division.
Prior to joining PTP, Ronald served as the VP of the Ethical Hacking Division at SAIC where he successfully exploited dozens of the largest financial systems in the world including twice hacking SWIFT implementations.
Ronald has assessed the security of over half the Fortune 50 and dozens of the largest State and local Governments including Texas Department of Health, CalPERS, Georgia Technology Authority, California DMV, and the City of Chicago.
Mr. Hamilton has spoken at various security conferences such as Black Hat, and has been interviewed and quoted by several news organizations including CBS News, ABC News, FOX News, and Swiss Television.

Global Chief Cybersecurity Advisor, Enterprise Cybersecurity Group, Microsoft

As Global Chief Security Advisor for the Microsoft Enterprise Cybersecurity Group, Jonathan leads Microsoft’s team of worldwide Chief Security Advisors to provide thought leadership, strategic direction on the development of Microsoft security products and services, and deep customer and partner engagement around the globe.
Jonathan joined Microsoft in 2016 as an experienced information security executive bringing more than 15 years of public and private sector experience. Trull was Vice President and CISO with Optiv, where he was responsible for developing and executing the company's information security strategy and program. Prior to his role at Optiv, Trull was the Chief Information Security Officer (CISO) for Qualys where he was responsible for securing infrastructure and products, bringing security best practices to customers, providing strategic direction on the development of the QualysGuard Security Platform, researching real world threats and providing guidance on how to address them.
In his previous role as the CISO for the State of Colorado, Trull significantly reduced the state's risk by developing and executing a successful security program, known as Secure Colorado. The program secured 17 executive branch agencies encompassing 26,000 employees and 150,000 systems. Trull serves as a Lieutenant Commander for the U.S. Navy Reserves focusing on computer network defense, attack and intelligence. Trull is dedicated to teaching and mentoring the next generation of cyber security professionals and serves on the faculty at Regis University in the information assurance graduate program. Here he develops and teaches courses on network forensics, security architecture and design, malware analysis and legal concepts in information security. Trull is a longtime advocate of public-private partnerships and technological innovations to solve complex problems and make the Internet a safer place for all.
In cooperation with Qualys, SANS Institute, Council on Cyber Security and the State of Colorado, he spearheaded the development of the Qualys Top 4 Controls tool that allows anyone to assess the security of their Windows computer for free. He also worked in cooperation with Federal, State and private sector partners to form the Colorado Joint Cyber Crime Task Force. This is one of the nation's first cybercrime information sharing centers, with a primary focus of increasing cyber resiliency within Colorado.

Featured Speaker – Peak Academy: What Would MacGyver Do?

In March, CBS announced the reboot of MacGyver. Like the 1980s when the original TV series garnered a large following because of the inventive and resourceful character, today’s challenges mean we could use another MacGyver.

The Denver Peak Academy fixes problems by helping public employees become somebody’s MacGyver – helping the City and County of Denver eliminate waste and continuously improve its business processes. Along the way, it has refined its processes by integrating behavioral science and extending its reach to public agencies across North America. The academy experience is the subject of a new book from the Governing Management Series called Peak Performance. The coauthor, Brian Elms, will explore how to innovate in a resource-deprived environment including: Peak’s approach to process improvement and innovations, innovating without technology, and Peak’s tools and techniques.

Cognitive Technologies

Cognitive is defined as intellectual activity (i.e., thinking, reasoning or remembering). In other words, what humans do. Cognitive technology thus means “able to perform tasks that only humans used to be able to do”, and it’s a science that is advancing exponentially. Are we in danger of becoming irrelevant? Not at all. Cognitive-based systems, such as IBM Watson, are designed not to replace us but to extend our cognition and free us to think more creatively.
