This hands-on technical course teaches the basics of Java programming. It is recommended for programmers who wish to learn the basics of software development using Java. This course briefly covers the Java standard language fundamentals of keywords, operators, and control flow. This course provides hands-on training in the latest specification of Enterprise JavaBeans (EJB), the core component technology of the Java Enterprise Edition (Java EE). The Enterprise Java developer has to focus more on the EJB containers requirements than on the business logic of the application. This is a concise technical course in the essential concepts, constructs, tools, and related standards for the XML developer and technical leader. This course focuses on XML DTDs, XML Schema, XSLT, and XPath to enable developers to begin implementing powerful XML solutions upon completion.
Topics include, XML well-formed documents, validation concepts, DTD syntax and constructs, W3C Schema syntax and constructs, XSLT syntax and processing, XPath addressing language, development and design considerations, the XML processing model and a brief overview of XML development & processing tools.
Exercises and supporting PC-based workshops will reinforce understanding of these topics. This course is aimed at technical architects, engineers and developers, as well as system analysts, managers and others involved in developing XML-based systems. Some basic experience with developing structured information systems is required for this course. Familiarity with Web systems, HTML, general computing processes & tools is very helpful. Experience in RDBMS systems & data definition is helpful, but not necessary.

The New York State Project Management Guidebook (The Guidebook) defines a common, standard methodology for managing projects in New York State government organizations. It provides valuable tools including guidance and advice for the Project Manager throughout the life of a project. A performance-based statement (PSOW) can be a valuable tool for governments. It is often the best way to ensure that you get the deliverables you expect. But what are the most important elements to include in a performance-based SOW? How should service level agreements be incorporated? What sort of performance incentives should be included? This session will answer these questions, discuss when a PSOW should be used and review how to create one. It will also address ways monitor and manage the vendor's performance throughout the contract.

Myron earned his law degree from the University of California at Berkeley (Boalt Hall) in 1979. Before that, he worked in the tax department of Arthur Andersen & Co., an international CPA firm. He has managed his own law firm in New York City since 1988. His legal experience is extremely broad, covering most of the areas that affect a growing or troubled business.
His goal as a lawyer is to "Handle problems before they happen," primarily by educating his clients about the importance of handling their legal rudiments. He publishes his own monthly newsletter, delivers a variety of talks, and has developed a Protection Survey to identify the unknown sources of potential liability in any business.
Myron began his career as a management consultant while actively engaged in his law practice. After years of helping people to recover from legal problems, he came to the conclusion that all such difficulties ultimately stem from failures to learn and apply a workable management technology. He then developed and administered consulting and training programs for business owners and executives in New York City, and achieved outstanding results for the participating businesses. He was recruited as the Executive Director of Epoch in December of 1993.
Myron is a popular and gifted speaker. Prior to EMC, Peter was Vice President for Sales and Marketing at CVSI, a global services company that specialized in the government marketplace. Mr. Cox graduated from Southern Vermont College with a Bachelor Degree in Criminal Justice and a Minor in Corporate Security in 1999. He then started his career in law enforcement with the Bennington County Sheriff's Department in Bennington, VT as a Patrol Deputy. After 2 years there, he became an Investigator with the New York State Department of Motor Vehicles Division of Field Investigation and was assigned to the License and Registration Crimes Unit for 2 years, where he investigated Identity Theft related crimes in relation to DMV issued documents and crimes associated with those documents.
Mr. Cox was then Transferred to the Auto Theft Unit where I spent close to 3 years, and then was assigned to our Frauds Unit where he conducted investigations relating to counterfeit identification documents. After 1 year with the Frauds Unit, he was promoted to the rank of Senior Investigator, assigned to supervise the License and Registration Crimes Unit where he first started his career with DMV. During the course of his career I have made over 100 arrests, many of which directly relate to one person trying to take over another's identity involving DMV issued documents, and subsequent crimes thereof.

that preclude effective public service? This class will address these questions and provide guidance
as to how we might reach the right balance.

Bob Freeman has worked for the Committee since its creation in 1974 and was appointed executive director in 1976. He received his law degree from New York University and a BS in Foreign Service from Georgetown University in Washington, DC.
Mr. Freeman has addressed numerous government related organizations, bar associations, media groups and has lectured at various colleges and universities. He has also spoken on open government laws and concepts throughout the United States, as well as Canada, the far east, Latin America and eastern Europe.
He is currently serving as adjunct professor at the Albany Law School and teaches the only course in an American law school on public access to government information.
