What has the organization learned through its vast organizational exp! erience in consolidating and streamlining operations? How can this experience apply to California leaders? Wayne Bobby has walked in your shoes. With seventeen years in the federal government, ultimately holding the position of Director of Financial Management Services for the U.S. Department of State, he will provide you a unique understanding of the lessons you can learn from Oracle’s experiences of consolidation and reorganization.

Innovation - Being Bold in Tough Times

Tofanelli Room

During the recession and sluggish recovery, one of the more popular quotes has been, "A crisis is a terrible thing to waste." While we may be getting a little tired of it, there is an underlying truth. Innovation, and innovative thinking, is more important now than ever before. At the same time, some studies show that for the first time in the roughly 60 year history of IT, the nation's standing as the global technology leader has declined.

A panel of experts will discuss why innovation, even in the face of tough economic conditions, must be a key part of our business models, and answer your questions about how to innovate in tough times. You will learn:

• How organizations deal with various types of innovation (Incremental, Strategic and Radical);
• The cultural impacts of innovation; and
• How innovation is encouraged/rewarded.

Project Tools and Strategies to Keep Your Project on the Road to Success

Falor Room

With a new administration in place, the next several months are likely to bring continued change in priorities and strategies. If a project is to survive shifting organizational and resource priorities, organizations need to link their projects back to their business strategies and to train project sponsors. This session will help you understand how to do that.

This session will assist CIOs and senior managers in taking a more proactive role with business owners and executives, identifying and managing risks to a project's success, whether or not they fall within the historical realm of IT.

Additionally, the session will provide CIOs and senior managers with a framework that explains the challenges to project success, and metrics and processes to address these challenges.

Thriving in Turbulence: Beyond Survival Skills

John Scherer
, Expert on Authentic Leadership and Author of "Work and the Human Spirit"

Every traumatic change that hits an organization can be seen as a ‘heart attack’, because it represents an attack on the heart and soul of its human system. There is actually such an attack happening right now: California’s state budget deficit, it’s impact on your organization, and it’s potential impact on all jobs, including yours.
How you turn this crisis into an opportunity to become smarter, more resilient, more flexible, more agile and therefore stronger, comes down to how each individual approaches this shock to the system.  The secret is to use this crisis to develop personal awareness and insights that enhance each person’s ability to survive and thrive.  As T. S. Elliot puts it: “Everyone gets the experience: some get the lesson”. As John puts it: “It is possible to turn breakdowns into breakthroughs”.  In this action packed session, you will be introduced to a real world, time tested approach for turning a crisis into a personal development experience with life altering potential.

Extreme Government Makeover: Increasing Our Capacity to Do More Good

Ken Miller, Founder, Change and Innovation Agency

Government is under incredible pressure right now. The economic crisis has hit us with a double whammy: exponential increases in demand and dramatically reduced resources. These pressures are challenging public safety operations like never before. We simply don't have the capacity to do all the good we want to do in this world. How have we responded to these new pressures? By trotting out the old ideas. More blue ribbon panels, travel moratoriums and calls for accountability. We cut back on paper clips and cut out the training. We outsource, upgrade and right size. Meanwhile droves of new customers are stuck on our porch waiting to knock on our door and ask for help.

The house of government doesn't need another layer of paint or some new carpet, it needs an extreme makeover. And just like on the show, it needs it done fast!

Carlos Dominguez headshotTimes are a Changing: Managing the Business of Government and Embracing Change

Carlos Dominguez, Senior Vice President, Office of the Chairman of the Board and CEO, Cisco Systems

Moore’s Law. We’ve all heard about it so many times, we can almost recite it by heart. Processors are shrinking, data storage is growing, the amount of data is mind-boggling. Yet, what does all of this mean to you? What does it mean to government and the business of government? In a time when the pace of innovation is astonishing and we all want to communicate fast and in real time, the use of video, social media, and web sharing is changing who gets heard by giving everyone a voice.

Government leaders see perhaps as never before, that the future of work is change. Carlos will help you understand how you, as a public sector leader, can be adaptive, embrace change, experiment, learn, and leverage.

This session is full of practical tips on what you can do as an IT leader to: learn to work within the constant change; ensure essential projects are completed; "Let the Sunshine In" on your IT projects and priorities; and build a flexible, adaptable portfolio and technology architect strategy.

Motivating Staff

Falor Room

The multi-generational workforce poses unique challenges to today's technology executives and senior managers. A lack of understanding regarding generational differences contributes to conflict, lowers productivity, and increases turnover. More seasoned staff can become frustrated by a seemingly aloof younger generation. Younger staff can become disenfranchised with entrenched hierarchal structures. Moreover, those who are expected to lead this diverse workforce can become frustrated with everyone. A key to thriving within this blended workforce is to raise your awareness about members of the other generations and understand how to raise the morale in your organization by keeping staff happy in tough economic times.

This session will provide you with some helpful input and takeaways from those in the public and private sector that are able to balance the multigenerational organization and get the most productivity out of their staff.
