Barry has worked in the IT field for over 40 years holding a wide range of technology leadership positions in the public and private sectors and was most recently the CIO for Chesterfield County Virginia for 17 years. Under his leadership, Chesterfield County ranked as the #1 digital county in America four times. Barry currently serves as a Senior Fellow for the Center for Digital Government and as Director of Technology Consulting for the Public Technology Institute. Barry holds advanced degrees in public leadership, economics and computer science in addition to certifications in CIO leadership and cyber security. Barry has been adjunct faculty for Virginia Commonwealth University and adjunct faculty for the Public Technology Institute in the certified government CIO program.

Director of Market Intelligence, e.Republic

Rachel Eckert is the Director of Market Intelligence for the Center for Digital Government, a division of e.Republic. She is responsible for leading and delivering market intelligence insights to our Navigator customers and comes with over 15 years of experience conducting research and market intelligence on the public-sector market. She has helped a variety of technology and services firms understand what's driving technology and procurement in the market and how to target their business development efforts more effectively. Rachel graduated from Western Washington University with a Bachelor of Arts in International Business.

Jeannette Fackler is a seasoned Technology Strategist with over 18 years of experience at Lumen Technologies, specializing in aligning technology solutions with the strategic objectives of state and local governments and higher education institutions. She excels in bridging the gap between legacy systems and modern platforms, leveraging expertise in network infrastructure, unified communications, cloud services, and managed cybersecurity. Jeannette collaborates closely with sales teams, clients, and internal stakeholders to translate complex challenges into actionable technology strategies that drive organizational success. Neal is a driven leader focusing on major digital transformation that constantly challenges the norms of the public sector. Neal has a wide variety of experience in identity and access management, identity verification, criminal/fraud investigations, technical architecture, project management, change management, and steady state operations.
At Socure, Neal is the Senior Manager of Solution Consulting within Socure’s Public Sector team where he is responsible for providing fully inclusive oversight and guidance of Socure’s industry leading product suite and integration into Government systems. 
In Neal's previous public position, he built and led the digital identity platform for one of the largest states. In this role Neal accomplished major digital transformations migrating the State’s existing identity system to a cloud identity system, implementing Single Sign On to thousands of applications (Unemployment, BMV, Medicaid, etc) including MFA and identity verification services. Additionally, Neal led the User Experience/Website platform with over 150+ government websites, and the digital platform for State’s coronavirus pandemic response. At Socure, Neal continues to lead all of Socure's major projects as a dedicated advisor to the State's business and implementation teams. 

Sara Hall is the Acting Executive Director of CODE PA, leading digital transformation across Pennsylvania’s state government. With deep expertise in product strategy, user experience, and technology leadership, she guides efforts to make the Commonwealth’s digital services more accessible, trustworthy, and sustainable. Previously, she led PA.gov’s transition to a centralized platform and founded the City of Philadelphia’s Digital Services team. A strong advocate for diversity in tech and design, Sara champions inclusive practices that amplify underrepresented voices in the public sector.

Jessica Hoffman is a Certified Information System Security Professional (CISSP) boasting more than 15 years of extensive experience in the domains of information technology and cybersecurity. Her career spans across both the government and private sectors, where she has predominantly focused on Audit and Compliance, dedicating her expertise to safeguarding the privacy and security of millions of Americans' Personally Identifiable Information (PII), Protected Healthcare Information (PHI), and Federal Tax Information (FTI).
In addition to her professional accomplishments, Jessica serves as a respected educator, holding positions as a Professor at Harrisburg University and The Pennsylvania State University. Her academic journey began with a Bachelor of Science in Computer Information Systems (CIS) and culminated in a Master of Science in Instructional Technology, both earned from the esteemed Bloomsburg University of Pennsylvania.

Scott leads the implementation teams responsible for building Verizon's macro cell sites and in-building and venue systems across New Jersey, Delaware, and Eastern Pennsylvania. This team's work supports mobility service in major transportation hubs like airports, professional and college sports arenas, and various other public spaces. This team ensures Verizon continuously improves coverage and capacity for mobility and fixed wireless access customers, keeping them connected to America's most reliable network.

Harrison MacRae currently serves as the Commonwealth's Special Assistant for Emerging Technology in the Office of Administration. In this position, Harrison focuses on artificial intelligence (AI) and where there are opportunities for the Commonwealth to improve service delivery through responsible implementation of AI. Previous to joining the Commonwealth, Harrison was a Govern for America Fellow for the state of Missouri, where he worked for their Division of Personnel as the Strategy and Analytics Lead.

Ronan Murphy is a globally recognized authority on artificial intelligence, cybersecurity, and data security. As Chief Strategy Officer at Forcepoint, he leads the development of next-generation data protection technologies, leveraging AI-mesh architectures, real-time data visibility, and intelligent governance to help organizations transform compliance into competitive advantage.
He is the founder of GetVisibility, an AI-driven data governance and security platform trusted by over 500 organizations across more than 40 countries. (Acquired by Forcepoint). Ronan also serves on Ireland’s Artificial Intelligence Advisory Council, where he provides strategic counsel to the government on national AI policy. In June 2025, he played a key role in formulating guidelines for the ethical use of facial recognition technologies by law enforcement.
With over two decades of experience in technology entrepreneurship and executive leadership, Ronan is widely regarded as a subject matter expert in all aspects of AI and cybersecurity, advising governments, enterprises, and global institutions on the future of data and digital trust.

Matt serves as CAI’s Chief Technology Officer and is responsible for enterprise technology, infrastructure, security operations, and all technical consulting practices. Matt provides strong leadership across the enterprise and ensures that all CAI technology stacks are modernized and prepared for the company’s planned future growth and scale. Matt continuously searches for new, innovative technologies that can enhance our companies’ capabilities as well as our clients.
Matt has served in other roles at CAI including Vice President – Technology, Executive Director – Intelligent Automation, and Co-Director – CAI Labs. In these previous positions, Matt was responsible for product development and technical consulting services and ultimately formed one of the most technically competent delivery teams in the UiPath partner network. Prior to joining the CAI team, Matt held positions at Accenture and Oracle.
Matt holds a Master’s Degree in Organizational Psychology from Pennsylvania State University and a Bachelor’s Degree in Communication, Computer Science, and Psychology (Human-Computer Interaction) from Juniata College. Always seeking ways to instruct and help colleagues and clients, Matt has experience speaking at many conferences and webinars including various SIM events, TCCP, AI Summit, and many virtual events. Sarah Shaffer has served as Chief Information Officer for the General Government Delivery Center since January 2024. In this role, Sarah is responsible for leading the development and execution of the delivery center’s IT strategic plan in support of the Governor’s Office, Lt. Governor’s Office, Office of Administration, Office of Budget, Office of General Counsel, Office of State Inspector General, Department of Education, Department of General Services, Pennsylvania Historical & Museum Commission, Pennsylvania Human Relations Commission, and State Civil Service Commission.
Prior to her current role, Sarah served as the General Government Delivery Center Business & Service Management Director for six years, overseeing business relationship management, portfolio and project management, procurement, and business analysis functions. Sarah’s previous experience includes many years working across several state agencies as both a state employee and consultant in various project management, business analysis, organizational change management, learning development, marketing, and procurement roles. 
Her favorite parts of her job are utilizing IT as a change agent for business transformation, building teams and community, and enabling her customers’ success.  Sarah earned a bachelor’s degree in Technology Management from Pennsylvania College of Technology, has participated in the Commonwealth Leadership Development Program and the Harrisburg University IT Executives Program and holds the Business Relationship Manager Professional (BRMP) certification. ​

Kevin Talbert is a dedicated Principal Solutions Engineer with Cloudera Government Solutions. He comes from an architecture background working with large, distributed data platforms, and designing customer-centric solutions for problems at scale. He provides technical expertise to customers looking to modernize their data stack and builds solutions to integrate Cloudera wherever they are on that journey.

Hasby Tanjung is the Director of Solutions Management at the Public Safety IT Delivery Center for the Commonwealth of Pennsylvania. With over 20 years of experience in solutions management, he has dedicated his career to supporting public safety and criminal justice agencies across the Commonwealth.
Prior to his current role, Hasby served as the Deputy Chief Information Officer for the Pennsylvania Department of Corrections. He also held the position of Applications Design and Development Manager at the Pennsylvania Justice Network, where he played a key role in advancing integrated justice solutions.

Steve Troxel is a Field CTO at SHI International Corp, advising public sector and commercial organizations across the U.S. With over 25 years of experience in IT infrastructure, cybersecurity, and enterprise strategy, he has held executive roles including interim CTO for the Arizona Department of Education and VP of Technology for a national payment card processor. His work bridges public policy, operational execution, and long-term technology planning.

Mimi Whitehouse is a Senior Manager in Accenture’s Data & AI group, focused on AI governance in public service and higher education. She draws on 15+ years of partnering with clients to deliver solutions that support agency’s missions and meet policy and regulatory requirements. She has led projects that include setting up an AI Center of Excellence, delivering generative AI solutions, and conducting readiness assessments. Mimi has her MBA from George Mason University and BA from the University of Virginia. Recent coursework she has enjoyed includes Generative AI text prompt engineering techniques and multimodal RAG.

James Yurko has dedicated over 30 years to transforming and modernizing systems for state and local government agencies and other organizations. With extensive experience in a variety of technologies and enterprise architecture, James effectively collaborates with key stakeholders, including C-level executives, to develop strategies that enhance citizen experiences. Currently, he focuses on digital transformation, enterprise architecture, complex project management, and automation for various agencies within the Commonwealth of Pennsylvania.
