The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Clay Jenkinson - Keynote

Writer, Historical Performer and Theodore Roosevelt Humanities Scholar

Clay Jenkinson is a scholar, author and social commentator who has devoted most of his professional career to public humanities programs and is widely regarded as one of the most articulate public speakers in the country. His performances are always educational, thought provoking and enlightening. He brings a humanities perspective – partly learned as a Rhodes Scholar at Oxford University – to everything he does. Clay is one of the nation’s leading interpreters of Theodore Roosevelt and is the author of Theodore Roosevelt In the Dakota Badlands. Clay is the Director of Dakota Sky Education, Inc, Chief Consultant for the Theodore Roosevelt Center at Dickinson State University, and the historical consultant for The Theodore Roosevelt Presidential Library Foundation. He lives in Bismarck, ND.

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Syed Suhail Ahmad (Suhail) was named Chief Innovation Architect in November 2017. In his role, he is responsible for establishing and setting an innovation strategy for the commonwealth’s application portfolio to modernize legacy applications and ensure solutions are established in the most cost-effective and strategic manner.
Suhail brings more than 25 years of experience in IT and business management consulting in private and public sector. During his career, Suhail has developed experience in strategic planning, business and enterprise architecture, digital transformation, customer experience design, solution architecture, system integration, and IT management.
Suhail earned a masters degree in computer science and application from India in 1991. He and his wife have three sons.

And by rethinking things like how we store data, we are able to meet demand without adding staff.

Kathy Boockvar

Senior Advisor to the Governor on Election Modernization, Pennsylvania Department of State

Kathy Boockvar currently serves as Senior Advisor to Governor Tom Wolf on Election Modernization for the Commonwealth of Pennsylvania. In this role, Ms. Boockvar works with the Department of State and election officials across the Commonwealth to oversee voting and elections initiatives in Pennsylvania.
Ms. Boockvar is an attorney with an extensive background in public interest law and policy, election administration, and nonprofit healthcare administration. For many years, she worked as a voting rights attorney and poll worker, gaining extensive knowledge of and experience with state and federal election law and regulations, as well as local and county-level practices and procedures in PA.
Ms. Boockvar later served as Chief Counsel for the Pennsylvania Auditor General, overseeing legal and interagency matters. She also served as the Auditor General’s designee on the Board of Commissioners of the Delaware River Port Authority.
Most recently, Ms. Boockvar served as Executive Director of Lifecycle WomanCare, one of the oldest continually-operating birth centers in the U.S. She led and oversaw operations, management, and policies of the non-profit women’s healthcare organization, established key partnerships with physicians, hospitals, and other organizations, and expanded services and programs.
Ms. Boockvar previously worked for over a decade as a private practice attorney with a focus on employment law, and she began her career as a Legal Services attorney, representing low-income, disabled, and senior clients, and victims of domestic violence.
Ms. Boockvar is a graduate of the University of Pennsylvania (B.A. 1990) and the American University, Washington College of Law (J.D. 1993). She received a Performance Leadership Certificate from Cornell University in 2014, and is a member of the Bar of the U.S. Supreme Court, Third Circuit Court of Appeals, U.S. District Courts, and Pennsylvania, New York, and Washington, D.C. courts.
She was honored to be awarded a Smart CEO Brava Award in 2017 honoring high-impact female business leaders, and has been a volunteer attorney with Wills for Heroes since 2012, providing essential legal documents to first responders free of charge.
When not in Harrisburg, Ms. Boockvar lives in Bucks County with her husband Jordan, and they have a 19 year old daughter Colette.

Ryan Burchnell

Director, Strategy & Policy, FirstNet Built with AT&T

Within the AT&T FirstNet organization, Ryan Burchnell is responsible for building and maintaining key strategic public safety relationships for the AT&T FirstNet organization. He is also responsible for leading strategy/policy development and FirstNet innovation based on specific and evolving first responder needs. His special focus areas include state and county law enforcement, intelligence, criminal justice information systems, data interoperability, information sharing, digital trust, Next Generation 9-1-1, and technology-based operational innovation.
Ryan began his public service career in 1987 as a US Marine, continuing into law enforcement at the Leon County (FL) Sheriff’s Office and the Florida Highway Patrol. At FHP, Ryan’s career path eventually led to a variety of executive staff roles, including Troop Commander, Chief Investigator, Chief Intelligence Officer, and Chief Technology Officer. He was also responsible for leadership of Florida's FirstNet efforts until his retirement in 2015.
After retiring from FHP, Ryan went on to serve as Executive Director of the Alabama State Police (ALEA) where he was also appointed by Alabama’s Governor as the state’s FirstNet Single Point of Contact (SPOC) and CJIS Systems Officer.
Ryan is a graduate of the 255th Session of the FBI National Academy, holds a Master of Arts Degree in Homeland Security and Defense from the U.S. Naval Postgraduate School, a Bachelor of Science Degree in Criminology from Florida State University, and an Undergraduate Certificate in Criminal Justice Education from the University of Virginia.
Ryan is currently a member of the IACP Committee on Homeland Security, the APCO Standards Committee - Technical Standards Sub-Committee, and the U.S. Department of Homeland Security’s First Responder Resource Group.
Ryan has been a speaker at many public safety events, including: IACP, MCCA, APCO, IWCE, LEIM, LTE North America, and NOBLE. He lives near Montgomery, Alabama with his wife and 4 children.

Mike has worked for some of the largest IT providers in the world holding leadership positions that include both global and regional responsibilities. Prior to joining Unisys, Mike’s was the HPE Americas Director of Cloud and Workload services, with responsibilities for helping to shape the HPE strategy and direction in the “as a service” offering space. In his current role with Unisys, Mike is responsible for all delivery, both tactical and strategic, for the PACS as a service datacenter infrastructure in support of the Commonwealth of Pennsylvania. Mike works closely with Unisys and their partners for continual improvements in the services received by COPA to maximize the value received to COPA.

David Grady is a Principal Client Partner for Verizon Enterprise Solutions, where he helps customers refine their cybersecurity objectives and align them with business objectives. David joined Verizon in 2015 from State Street Corporation, where, as a Vice President, he helped design and implement a continuous cybersecurity monitoring program. David was also a Senior Vice President in Security & Risk at Citizens Bank. Before becoming a Certified Information Security Manager (CISM), David wrote for The Boston Globe and was later an aide to Boston mayors Raymond Flynn and Thomas Menino. David has an MA in Communications and a BS in Journalism from Suffolk University.

He currently supports SAS fraud pre-sales and implementation to help healthcare and government customers find solutions to prevent and detect fraud.
Prior to SAS, John was Program Integrity Director at Ohio Medicaid managing risk for a $27B program that served 3 million Ohioans. He spoke at national conferences, often with his counterparts in the top-ranked Ohio Medicaid Fraud Control Unit. As Asst. Deputy Director at the Ohio Department of Job & Family Services, he oversaw human services program integrity, working closely with counties. With 24 years in government, John has an extensive background in CMS, HHS, USDA, and DOL programs. He began his human services career in eligibility, progressing through systems & policy training, operations, compliance, and audit/consulting. In the private sector, John performed internal audit for a multinational financial services company, handled patient accounts in a hospital, and worked as a retail pharmacy technician.
John is a Certified Public Accountant, and holds a Bachelors of Arts in Business Administration from Otterbein University.

In his role as the Chief Information Officer of the Pennsylvania Treasury Department, Narayanan has been responsible for a multiyear, agency wide IT modernization and transformation program that fundamentally transformed the way the agency conducts business, greatly improving operational efficiency and security. PA Treasury is a winner of the 2018 CIO 100 award and the 2018 Digital Edge 50 award.
Before joining Treasury, Narayanan led the transformation of the State of Delaware’s financial systems through his successful management of Delaware’s ERP Financial and Human Capital Management upgrade project. Theodore Roosevelt’s “In the Arena” is one of the most stirring presidential quotes of all time, and it serves as the keynote theme for this year’s conference. Roosevelt was an American statesman, author, explorer, soldier, naturalist, and reformer who served as the 26th President of the United States from 1901 to 1909. Widely regarded as the most dynamic president in history, his life story is nothing short of remarkable. Born frail and sickly, Roosevelt transformed himself into a rugged man of adventure by sheer force of will. He was also a serious intellectual who frequently read a book a day and authored 35 books and 150,000 letters. He was arguably the best prepared president in American history. But few realize that he was also the first “high-tech” president as he brought the American people, sometimes kicking and screaming, into the twentieth century. Clay Jenkinson brings “Teddy” to life with such authenticity that viewers may forget that he is not actually standing in front of them. The audience will have the opportunity to ask Mr. Roosevelt questions on any subject, an experience that gives a new appreciation of history and a president who was truly larger than life. Not to mention that it’s the foundation of our democracy. This session discusses how to meet the greatest cyber challenge of all. If we can solve election security, we can solve just about anything!

Conversational Artificial Intelligence

When will human interaction be replaced by machines? It’s already happening. Witness the popularity of Alexa, Siri and Google Now. Admittedly, chatbots are more than a little clumsy today, but they won’t be forever. Soon they’ll be able to provide more effective customer service than humans, and eventually we might not be able to tell the difference at all – thereby passing the famous “Turing Test”. This session looks at where AI is taking us and what it might mean for government services.
