Overview

This was an in-person exclusive briefing for Industry Insider – Texas members to hear from the IT Leadership team of the Texas Workforce Commission, one of the largest State departments with a $1.8 billion total annual budget and an estimated annual IT budget of over $60 million. TWC is the state agency charged with overseeing and providing workforce development services, such as job matching, recruiting and training, to Texas job seekers and employers. TWC also administers the Unemployment Benefits and Unemployment Tax programs. Chief Information Officer, Texas Workforce Commission

Heather Hall serves as the Chief Information Officer (CIO) at the Texas Workforce Commission (TWC). Her 19-year state career includes serving as the Director for Strategic Decision Support at the Health and Human Services Commission, the Project Management Office Director, Deputy CIO and CIO at the Department of Aging and Disability Services (DADS); Project Manager at the Texas Comptroller of Public Accounts; and other roles within DADS, Department of Human Services, and Office of the Attorney General.
Throughout her career, Heather has volunteered her time and professional skills to several professional organizations including Project Management Institute (PMI), Austin Chapter (President, Vice President of External Services, and Professional Development Day Director); Executive Women in Texas Government (Vice President/Conference Chair and Communications Director); and State Agency Coordinating Committee, IT Subcommittee (Vice Chair and Chair).
Heather is a PMI-certified Project Management Professional and holds a bachelor’s degree in Latin from Baylor University, a master’s degree in Library and Information Science from The University of Texas at Austin, and a Ph.D. in Information Science from The University North Texas.

Deputy Chief Information Officer, Infrastructure and Support, Texas Workforce Commission

Jeff Peden serves as the Deputy Chief Information Officer (DCIO) for Infrastructure and Support at the Texas Workforce Commission (TWC). In his role at TWC, Jeff is responsible for performing highly advanced managerial work providing direction and guidance in strategic operations and planning to the Information Technology (IT) Division. He provides leadership and direction to the IT staff. He develops and implements strategic planning actions and policy decisions and makes recommendations concerning the direction of the IT Division.
Jeff has worked for the State of Texas for more than 24 years, beginning in 1998 at the Texas Department of Human Services, also serving at Texas Department of Health, Department of Vocational Assistance and Rehabilitative Services, and joined TWC in January 2016.
Jeff practices servant-based leadership and is known for his ability to support mission-critical activities, infrastructure, and IT services, including telecommunications and data operations that impact various areas of the agency.
He is a graduate of the GEDP (Governor’s Executive Development Program) and ELITE (Executive Leadership for Information Technology Excellence) programs at the University of Texas at Austin Lyndon B. Johnson School of Public Affairs.

Judy Sandberg

Deputy Chief Information Officer, IT Planning and Project Management, Texas Workforce Commission

Judy Sandberg serves as the Deputy Chief Information Officer for IT Planning and Project Management at the Texas Workforce Commission (TWC). Judy has a strategic role to help shape TWC’s future technology direction and to make technology visions a reality through projects. Judy directs IT Acquisitions, IT Planning, and the IT Project Management Office (PMO). The scope of her role spans directing IT audits, budget, contract development and contract management, IT project and technology governance, portfolio management, strategic planning, technology road-mapping, and external reporting.
Judy began her career as Director of Systems Development. She built a national reputation as Chair of a National Users Group for states using Versa software to adjudicate Social Security Administration (SSA) Disability claims; received the SSA Associate Commissioner’s award for replacing the paper-driven claims adjudication process with an automated process; served as one of three Chairs for the SSA National Systems Consortia; and was nominated as Manager of the Year for the Texas SSA Disability program. Judy pioneered development and implementation of governance and project management policies and procedures at six different Texas state agencies. Her career path has included Director of Systems Development, Director of Enterprise Project Management Offices, Deputy Chief Information Officer (DCIO), and Chief Information Officer (CIO) at six different Texas state agencies.
