Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Florida Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Paul W. Taylor, Ph.D., is the editor-at-large and Chief Content Officer for Government Technology, Governing, Public CIO, and the Center for Digital Government. Through their parent organization, e.Republic, Taylor works with editorial, research and conference teams to identify issues and content initiatives vital to public service. Additionally, Taylor is responsible for collaborative content initiatives and other partnerships, including the City Accelerator with Living Cities and the Citi Foundation.
Prior to joining e.Republic, Taylor served as the Deputy State Chief Information Officer (CIO) in Washington State. Dr. Taylor came to public service following over twenty years of work in media, multimedia, Internet start-ups and academia. He is also among a number of affiliated experts with the non-profit, non-partisan Information Technology and Innovation Foundation (ITIF) in Washington, D.C. Taylor regularly speaks to regional, national and international audiences on technological and societal change, government modernization and public policy matters. Located at the Oracle HQ in California – USA, Benoit is an expert in private cloud solution and architecture design & optimization, performance analysis techniques and production environment bottleneck determination. Benoit has helped design and optimize many Fortune 100 back-end environments for companies like eBay, Apple, LinkedIn, Bank of America and American Express. Mr. Dean Clemons is the Director of Cybersecurity Consulting for the United States Public Sector, Enterprise Security Solutions. He has nearly 30 years experience in the Department of Defense and Federal Communications, Information Technology and cyber domains. He is a retired United States Air Force Colonel. He leads a team of approximately 50 Cybersecurity Consultants as they provide strategic, operational and tactical cybersecurity solutions for their Federal, State and Education clients. He is recognized for his ability to deliver cybersecurity solutions that meet or exceed business needs while at the same time reducing/managing the risk to the enterprise. Mr. Clemons was previously the Director and Chief Information Officer of the United States Air Forces for the Pacific and is a National Defense Fellow from Harvard University in Information Resource Policy. He holds two Masters Degrees and a Bachelors of Science in General Science from Oregon State University. He is a Certified Information Systems Security Professional and holds the Information Technology Infrastructure Library Certificate. On active duty, he was the Senior Military Advisor to the Iraqi Minister of Defense during OPERATION Iraqi Freedom where he earned the Bronze Star.

He is considered a Subject Matter Expert on Cybersecurity for the State of Florida and has held various lead positions throughout his career concentrating on; Incident Handling, Penetration Testing, Perimeter Protection, Intrusion Analysis and Forensics as well as Security Program Management. Joe has also previously written and taught courses in Information Security for the Florida State University, College of Communication and Information.

Shawn Kingsberry

Shawn Kingsberry serves as the global public sector director of digital government for Unisys. He has more than 22 years of experience in the field of information technology and has a diverse background in both federal government and corporate settings, with extensive experience in large-scale information technology transformation, big data analytics, and enterprise computing, as well as secure hybrid cloud implementations. Prior to joining Unisys, Shawn served as director of cloud Solutions from Engility Corporation, where he supported all sectors of the federal civilian government. He led the corporate Information Technology Transformation initiative focusing on 21st-century implementations and stood-up the Fraud Analytic Practice title INSIGHT ™. As the chief information officer for the Recovery Accountability and Transparency Board from 2009 – 2014, Shawn led the Recovery Board’s successful effort to host Recovery.gov site to provide transparency on stimulus spending related to the American Recovery and Reinvestment Act of 2009. He received the prestigious FED 100 Award for his leadership and persistence in implementing Federal Reporting.gov and Recovery.gov, which were the first government-wide information system to be fully migrated to a public cloud.

Tim first joined IBM in 1995 as an industry solutions consultant. He came to the company after his college years studying international relations along with deterrence theory and nuclear war gaming. He has spent 18 years at IBM in numerous leadership roles spanning strategy, solution sales and solution portfolio management teams.
Tim now serves as the Worldwide Government Leader for the IBM Cognitive Solutions Team which is focused on helping government agencies around the world harness cognitive analytics to transform operating models and optimize the business of government. Tim has had the honor of working personally with 100’s of government agencies both in the United States and abroad, at the national, provincial and local levels. He is passionate about enabling governments for the first time with the ability to create insight and apply learning across vast streams and sources of data - with speed.
While fluent in all segments and levels of government, Tim also has a particular dedication in helping public safety, emergency management, intelligence and defense agencies harness information as a strategic asset for protecting the societies they serve.
Tim has a Bachelor of Arts degree from Harvard University in Government, with a specialization in international deterrence and war gaming. He is a member of the IBM Industry Academy since 2013. Tim is also a nationally certified fire rescue instructor, and recently retired from 15 years on the thin red line as a firefighter in Simsbury, CT, where he achieved a terminal rank of captain.
Tim lives in Connecticut with his wife Angela, three children, and their Labrador retriever. He is also an avid mountain biker and fly fisherman.

Prior to working at TELUS, Saf was Director of eBusiness at customer relationship management software company Pivotal, which reached $65 million in revenue in five years and was acquired by CDC Software in 2003. Saf holds an executive MBA from Simon Fraser University.

Cognitive Technologies

Cognitive is defined as intellectual activity (i.e., thinking, reasoning or remembering). In other words, what humans do. Cognitive technology thus means “able to perform tasks that only humans used to be able to do”, and it’s a science that is advancing exponentially. Are we in danger of becoming irrelevant? Not at all. Cognitive-based systems, such as IBM Watson, are designed not to replace us but to extend our cognition and free us to think more creatively. This session provides an introduction to a technology that has enormous potential and implications for government and society.

Cyber Exercises and War Games

Preparation is the key to surviving cyberattacks but even the best-laid incident response plans can fall apart under pressure. The answer is to “stress test” your protocols and communications when there isn’t so much at stake. This session takes a look at some of the creative maneuvers being designed and operated in the state of Florida.
