The California Public Sector CIO Academy is the premier leadership event for California’s senior level technology executives with the intent to improve their management and business skills and to develop the IT leaders of the future. The purpose of this invitation-only event is to foster discussion and dialogue on what it means to be a successful CIO in the public sector and how to use Information Technology as a strategic tool for managers, executives and policy makers. Dr. Julia Glidden - Keynote

Dr. Julia Glidden - Keynote

General Manager for Global Government, IBM

Dr. Julia Glidden is General Manager, Global Government Industry for the IBM Corporation. An internationally recognized expert on Digital Government, Dr Glidden has direct responsibility for driving transformational change for IBM clients across the globe. She combines a deep knowledge of how technology and cognitive computing can pioneer new opportunities for government agencies to improve the lives of citizens with a first-hand understanding of just how powerful Open Data and Open Government can be in unlocking innovation. Dr. Glidden is currently serving as an expert advisor to the United Nations and as a member of the European Commission’s expert working group on the new 2018/19 Horizon 2020 Programme.
An accomplished TedX speaker, Dr Glidden is regularly asked to speak around the world on emerging digital policy trends. She has advised central and local governments across the globe, including the United Kingdom, Belgium, Kazakhstan, the United Arab Emirates and the Kingdom of Bahrain on technology-driven innovation, and recently worked alongside the United Nations in India to develop a Digital Roadmap to deliver on Prime Minister Modi’s Digital India agenda.
Dr. Glidden has been actively involved in the European Commission’s Smart City initiative since its launch in 2008, designing and delivering a range of pan-European projects focused on the use of Open Data and Cloud to engage citizens and make communities happier and healthier places to live. Her launch Smart City project EPIC created a cloud-based global marketplace for innovative city apps, whilst her flagship project Citadel-on-the-Move project helped over 140 cities across all six continents to open and use data to co-innovate with citizens. Her final project OpenTransportNet created a European network of innovation hubs to promote the use of Open Geo-Spatial Data to improve public policy decisions.
A Senior Research Fellow at the Vrije Universiteit Brussel, Julia has authored numerous articles on Digital Government, including a Council of Europe sponsored volume on eParticipation and a book chapter on Open Data & Smart Cities. Prior to joining IBM, she founded 21c Consultancy, a boutique innovation consultancy that advised governments around the world on technology disruption. Dr. Glidden previously served as Managing Director for Accenture eDemocracy Services where she wrote and delivered majored IT proposals for countries ranging from the United Kingdom to the Philippines and as a Senior Vice President at the international communications firm Fleishman Hillard where she oversaw multi-million public affairs campaigns for clients including United Airlines and GE Capital.
Dr. Glidden completed her D.Phil. in International Relations at Oxford University.

Director, Peak Academy and Analytics, City and County of Denver, Colorado

Brian Elms is a founding member of Denver’s Peak Academy. He was born in Denver and raised in the outlying suburbs. He graduated from Regis University and then served in the National School and Community Corps (AmeriCorps) as a team leader. He joined the Rendell for Governor campaign and eventually would serve as the Policy Director for the Pennsylvania Department of Aging. After working for AARP, Brian moved back to his hometown and served as the Assistant Director of Government Affairs at Denver International Airport. In 2012, he started working with the Peak Academy. He is a terrible snowboarder, a slow runner, and a horrible ping pong player. He has an incredibly awesome daughter and lives in Denver with his wife Leslie. Brian believes we can all change the world one innovation at a time.

George Akiyama was appointed as the Chief Information Officer, for the California Department of Transportation (Caltrans) by Governor Edmund G. Brown Jr. In this position, he leads and provides oversight for the full range of Information Technology functions throughout Caltrans. Prior to working at Caltrans, Mr. Akiyama started his State career in 1995 and has held various positions including Application development Manager, Enterprise Architect, IT Project Manager, Strategic Planning Manager and Chief Information Officer of the Financial Information System for California (FI$Cal) Project. Mr. Akiyama holds a Bachelor of Science degree in Business Administration and a master of Business Administration from California State University, Sacramento.

IoT Practice Lead, Americas, Dimension Data

A senior consulting subject matter expert in IoT (Internet of Things) Alben supports hundreds of global clientele in advanced solutions design and deployment for business process optimization, advanced communication, machine and facilities management, environment controls, supervisory systems, and other related technologies.
Alben has pioneered edged based systems, control systems for transportation, sensor systems for the Department of Homeland Security, as well as remote medical management and information systems including PACS for the State of California, Remote Access Laboratory Services for Roche Medical, Telemedicine Pilot for the University of Virginia with Sprint Communications, and Telemetry for Cardiac Care for the University of California, Los Angeles in partnership with Cedars Sinai Medical Center. In addition, Alben led the design team for RTLS, RFID, Asset Management and WLAN for the UCLA Ronald Reagan Medical Center.
Alben has over twenty years of experience, both here and abroad, Alben's organization designed, delivered, and support dozens of network solutions for Enterprise, Metropolitan, Wide Area, and Local Networking, all disciplines, including optical, wireless and high capacity telecommunication circuits.
Career highlights include pre-2008 Olympic Games network design and security networking initiatives for antiterrorism and Chinese Homeland Security including emergency operations center design consultation in Beijing, anticrime technology development for Colombian Government, and domestic security for metropolitan centers in the UK and British Isles, including Trinidad. Notable is Alben’s Security information network design, including CCTV, persistent surveillance, access, and threat detection for six of the top ten US ports and airports for Maritime Domain Awareness and Aviation. These systems include advanced biometrics, intelligent video, and WMD sensors.

Deputy Director, Office of Professional Development, California Department of Technology, State of California

Christie Borchin is the Deputy Director over the Office of Professional Development at the CA Department of Technology. Christie oversees several training and education programs focusing on the IT workforce. She oversees the IT Leaders Academy: the award winning Project Academy Series; IT Training, and is an active member of several Advisory Boards for IT conferences that focus on educating the workforce. Christie also oversees the Workforce Planning and Development Unit that is focused on IT succession planning; recruitment, retention and employee engagement. Christie is a subcommittee chair of the Governor’s Cybersecurity Taskforce on Workforce and Education. In 2015, as part of the Cybersecurity Task Force, her subcommittee received a Security Leadership award at Cybersecurity Symposium; and the Project Academy Series was a 2015 NASCIO finalist and also received a Best of California Award for Innovations in Workforce Initiatives. Previously, Christie was the Agency Chief Information Officer at the CA Department of Veterans Affairs. Christie oversaw the operations of IT for the department and managed a budget of over $10 million dollars. From 2008 – 2010, Christie was the CIO at the CA Department of Insurance. Ms. Borchin attended CA State University Sacramento, and the University of California at Davis, where she earned a certificate in Project Management.

Brenda Bridges Cruz

Assistant Division Chief, CalPERS

Brenda Bridges Cruz is the Assistant Division Chief over the Business Analysis, User Experience and Information Design and Enterprise Test Office at the California Public Employees’ Retirement System. She has worked in the state government information technology field as both a consultant and civil servant for the past 19 years and has extensive experience in large systems’ integration projects. Brenda currently oversees the analysis, user experience, design and test aspects of the SDLC related to all system enhancements and defect remediation for the my|CalPERS application. Previously, Brenda held roles as an Application Development manager, Quality Assurance, IV&V, Independent Project Oversight and as a Technical Writer. She is currently a class manager for the IT Leadership Academy (ITLA) working closely with the Deputy Director of the Program and the various executives that make up the ITLA Advisory Board. Brenda received the CIO Academy Leadership Award in 2012 and was a member of the ACES Project Team at EDD which won the Best of California Award in 2011 for Best Application Serving an Agency’s Business Needs. Ms. Bridges Cruz is certified in IT Project Management, Test Management, Web/ebusiness Testing, and ITIL v3. She earned her B.A. degree in Political Science from Valdosta State University, Georgia. She attended McGeorge School of Law in Sacramento as well as California State University, Sacramento for Public Policy and Administration.

Cathy Cleek

Chief Information Officer, Franchise Tax Board, State of California

Cathy develops information technology policy and formulates the department's vision and strategic direction for its use of technology. She represents the department's technology interest to the Government Operations Agency, the state's control agencies, and other departments.
Cathy started her career with FTB in 1983, as a tax auditor. Since that time she has held a variety of positions in the Audit, Collections, and Filing Divisions as well as leading major technology projects for FTB. She was also FTB’s Executive Sponsor of the Department of Child Support Services technology project, Child Support Automation System (CSSAS). She currently is Executive Sponsor of the Enterprise Data to Revenue (EDR) project to modernize FTB’s tax systems.
Cathy is a Certified Public Accountant and Project Management Professional. She earned a Bachelor of Science degree in business administration with an accounting concentration from California Polytechnic State University, San Luis Obispo, a Master's degree in taxation from Golden Gate University and a Certificate from Harvard’s Senior Leaders in Government Program.

Fei Collier

Program Project Director, Department of Healthcare Services, State of California

Fei Collier is a Program Project Director at the Department of Health Care Services (DHCS), where she serves as a liaison for two of the Department’s mission critical projects – California Healthcare Enrollment, Eligibility and Retention System (CalHEERS) and Medi-Cal Eligibility Data System (MEDS) Modernization. She is responsible for understanding DHCS’ business objectives and applying project management rigor to resolve program project issues. In this role, Ms. Collier also focuses on business justifications to deliver outcomes and achieve strategic results, ensures horizontal integration across functional projects and programs, and manages the interdependency between projects and the relationship between business partners and stakeholders.
Ms. Collier is a seasoned professional in State service with more than 25 years of experience ranging from customer relationship management, application development and maintenance, data center management, to database management. In the last 15 years, she has applied her organizational and leadership skills in portfolio, program, and project management of cross-disciplinary teams in various State departments. Currently at DHCS, Fei collaborates with various internal and external entities to plan and execute activities and prepares effective strategies to implement the department’s mission critical projects and initiatives.

Chief Deputy, Director and Deputy State Chief Information Officer, California Department of Technology, State of California

Chris Cruz is the Chief Deputy Director of the California Department of Technology and the Deputy State Chief Information Officer for the State of California.
Prior to this position, Mr. Cruz served the Department of Technology as the Chief Deputy Director of Operations. In this capacity, Mr. Cruz oversaw the delivery of California data services to over 400 state and local government entities, was responsible of the state’s consolidated email systems, and for operating the largest telecommunications network in the state.
Cruz has served at the CIO at the Department of Health Care Services (DHCS) from 2010-2011. At DHCS, Cruz oversaw a $1 billion project portfolio and some of California’s biggest IT initiatives, including a mission-critical Medicaid Management Information System expansion and upgrade. Cruz has spearheaded a cloud readiness assessment of the state’s major health IT systems. Under Cruz’s leadership, the department enacted a voluntary teleworking and virtual desktops plan for IT workers in order to attract and retain top talent.
Cruz has worked for the state government for more than a decade after beginning his career in the private sector as a project manager and consultant. He was CIO at the California Department of Food and Agriculture (2007-2010) and an IT manager at the Department of Health Services (2004-2007).
Cruz earned a Bachelor of Science Degree in Business Management from California State University at Sacramento and attended the UC Davis Executive Program in Leadership Excellence.

Chief Innovation Officer & Executive Director of SmartRiverside, Innovation and Technology Department, City of Riverside

Lea Deesing serves as the Chief Innovation Officer for the City of Riverside, California where she manages a team of 60 very talented Information Technology Professionals. She also serves as the Executive Director of SmartRiverside, a nonprofit which aims to narrow the digital divide in her region by empowerment through education and technology.
Lea’s professional experience includes 30 years in the Information Technology field with 20 years specific to local government. She holds a Master of Public Administration degree from California State University, Dominguez Hills, and a Bachelor of Science in Information Systems degree from the University of Redlands. Lea also holds a Project Management Professional (PMP) certification.
Lea belongs to a number of professional organizations and advisory boards and has received national recognition for her articles and speeches on career advice, social media, cybersecurity, project management, and technology use within government.
Prior to moving into her executive leadership role, Lea’s background was in computer programming. Her love for programming originated from her fascination with codes and ciphers, known as cryptology. She cracked the Tiger Beat Magazine’s fan club secret code when she was just nine years old. When she was sixteen, Lea started programming computers. Lea regularly speaks to young students, hoping her story will inspire them to become interested in the computer science field.

James Duckens has had various roles in Information Technology for the State of California for the past 28 years. He has been the project director for California’s Health Benefit Exchange, since 2015. He was deputy secretary for information technology and chief agency information officer at the California State Transportation Agency as well as the project director for the Unemployment Insurance Modernization Project at the California Health and Human Services Agency’s Office of Systems Integration. James has been both a project manager and project oversight manager at California Correctional Health Care Services, the California Department of Finance, and the California Department of Information Technology.

Jeff Funk has more than 28 years of public and private sector experience in information technology including providing IT services leadership. His background includes a blend of technological innovation, architecture, project management, and executive leadership qualities. He is certified in ITIL, Microsoft Operation Foundation (MOF), Project Management Professional (PMP®).
He has served in multiple leadership roles including Chief Information Officer (CIO) for the California Department of General Services (DGS) and CIO for Department of Fish and Game and as well as serving as a member of several advisory boards.
Jeff is currently the California Department of Corrections and Rehabilitation Enterprise Mobile Director. As the sponsor of the Virtual Integrated Mobile Office (VIMO), he addressed critical business operations needs by delivering a new service through collaboration and innovative technologies.

Barney Gomez

Barney Gomez

Chief Information Officer, Department of Health Care Services, State of California

Barney Gomez is the CIO of the Department of Health Care Services (DHCS). Gomez started his career in state service in 1999 at the Legislative Data Center. Among his assignments, he served as manager of operations at the California Office of Systems Integration (OSI). More recently, Gomez worked on the CalHEERS project in his role at OSI. He has also worked in the private sector, where he was a systems engineer and network manager. Gomez was named CIO of the FI$Cal project in fall 2011 before joining DHCS. The Department of Health Care Services project portfolio, estimated to be $1 billion, includes the Medicaid Management Information System (CA-MMIS) service contract and the Health Insurance Portability and Accountability (HIPAA) II compliance project.

James Gnesda

James Gnesda is a Director with Accenture based in Sacramento. James has 10 years of experience in Medicaid, SNAP and TANF business processes and another 5 years of experience with State based Healthcare Exchanges. James has experience as the Application Development Manager for C-IV, one of three county based automated integrated eligibility systems in California. He was also the Project Manager for the Kentucky Cabinet for Health Services Health Exchange planning effort responsible for the execution and oversight of detailed functional and technical requirements. James is currently the Business Architect for Accenture at the CalHEERS project, where he has been architecting and directing the functional implementation of the Covered California and DHCS eligibility and enrollment system for the last 4 years. Outside of the office, James loves spending time with his wife and two daughters, and can be found searching for his ball among the trees on the golf course.

Interaction Design Lead, Fjord

Kenzie Haynes is an Interaction Design Lead at Fjord, previously Chaotic Moon, based in Austin, Texas. She has a background in international education program management and has been a digital product designer since 2012. Kenzie has a zest for complex, mind-boggling projects, and has worked with clients in notoriously complex industries, including Oil & Gas, Financial Services, Digital Technology, and now Government. She is the Interaction Design Lead for the online eligibility application redesign effort, working with Covered California, DHCS, and Accenture to implement solutions from a human-centered approach. When she’s not vetting interaction models with current and potential users, she’s chasing down sunsets for her Instagram account or challenging her friends to a mean game of backgammon.

Scott Horton

Senior Security Strategist, Government/Education (West), AT&T Security

Scott has been with AT&T for over 18 years having held a number of key roles in the technology field. His primary focus now is serving as one of AT&T’s Security Strategists supporting Public Sector clients in the security space. Other roles have included architecture design, LAN/WAN integration and Consulting.
Scott and his family reside in Northern California where he is part of AT&T’s Managed Security Services team working with Western Region Government and Education clients to enhance their security platforms.
Scott attended both CSU San Diego and CSU Sacramento concentrating on Business Management and Computer Programming. His hobbies include wood working, yacht racing, four-wheeling and flying his drone in “safe zones”.

Dale Jablonsky

Dale Jablonsky

Director, Advisory Services, KPMG

Dale Jablonsky retired from state service in 2013 after nearly 30 years in state government, serving six years as the CIO of the Employment Development Department before starting as the CIO of CalPERS in August of 2010. At CalPERS, he had a budget of $85 million and 485 staff to help run California’s public pension system that serves 1.6 million current and former public employees. In 2012, he was chosen by Government Technology as one of the top 25 "Doers, Dreamers and Drivers" of technology innovation. Jablonsky began as KPMG’s Public Sector West Advisory Director in July 2014. He is focused on executive IT strategy consulting, working on delivery of existing projects and helping to establish and perfect some new lines of business within KPMG Government Advisory.

Marcie Kahbody

Agency Information Officer, California, State Transportation Agency, State of California

Marcie Kahbody is the Deputy Secretary and Agency Chief Information Officer for the California State Transportation Agency. Marcie has held Information Technology positions within the State of California for the past 26 years, and most recently was an IT Chief for the Department of Health Care Services. She worked in a similar position for the California Department of Corrections and Rehabilitation, and spent three years with the California Technology Agency. Marcie spent the bulk of her career – nearly 20 years – at the Department of General Services as an Information Technology manager and network administrator. Marcie has a bachelor’s degree in computer science from California State University Sacramento, and was a participant in the state’s Information Technology Leadership Academy in 2012. She is a Certified Microsoft Engineer and is part of Sac State’s Leadership for the Government Executive program.

Peter Kelly is a fearless servant leader for the newly formed Child Welfare Digital Services. He is a long-time agilist, hacker and supporter of the open-source community; believing strongly that public investments should create public goods. Peter has welcomed the opportunity to lead cultural, technology and procurement changes within the State of California. He is building public sector capacity to deliver new technology to our social workers, who support the most vulnerable population of children in California.

Fred Kessler

Manager Data & Government Transparency, State Treasurer's Office, State of California

Fred Kessler is the Manager of Data and Government Transparency team at the State Treasurer’s Office. Fred joined the Chiang administration in this capacity, after serving six years for then Controller Chiang at the State Controller’s Office (SCO). While at SCO, Fred had successfully launched several transparency initiatives, including PublicPay, ByTheNumbers, and TrackProp30 for the Controller. Fred’s California civil service career spans more than two decades, and includes IT Support, IT System Solutions, IT application development and IT project management for a variety of projects in multiple departments. Most recently, Fred has been involved in web application projects delivering government data to constituents through various open data solutions.

Chief Information Security Officer and Director, Office of Information Security, California Department of Technology, State of California

Peter Paul Liebert V, 38, of Washington DC, has been appointed chief information security officer and director of the office of information security at the California Department of Technology. Liebert has held several positions at FireEye Incorporated, including senior product manager at FireEye Incorporated since 2016 and threat assessment manager from 2015 to 2016. He held several positions at the United States Cyber Command, where he was special assistant in the Office of the Secretary of Defense for Cyber Policy from 2014 to 2015 and senior cyber policy analyst from 2013 to 2014. Prior to her joining OSI, Amy has 20 years of business, technology, and management experience in the public sector. Previously, she served as the Deputy Director and Chief Information Officer (CIO) at California Lottery, Chief Technology Officer at Board of Equalization; Chief of the Data Center at California Public Employees’ Retirement System; and was the acting CIO at the Water Resources Control Board. Amy has a Bachelor of Science degree in Management Information System (MIS) and a Master of Business Administration (MBA) from California State University, Sacramento.
In addition to her professional career, Amy also spent the past 15 years serving the community as a volunteer. In March, CBS announced the reboot of MacGyver. Like the 1980s when the original TV series garnered a large following because of the inventive and resourceful character, today’s challenges mean we could use another MacGyver. The Denver Peak Academy fixes problems by helping public employees become somebody’s MacGyver – helping the City and County of Denver eliminate waste and continuously improve its business processes. Along the way, it has refined its processes by integrating behavioral science and extending its reach to public agencies from across North America. The academy experience is the subject of a new book from the Governing Management Series called Peak Performance. The coauthor, Brian Elms, will explore how to innovate in a resource-deprived environment including; Peak’s approach to process improvement and innovations, innovating without technology, and Peak’s tools and techniques.

One of the goals of the California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS) project was to create a system where consumers have the ability to self-serve when looking to enroll in insurance programs. The process to apply for and receive subsidized insurance coverage is by its’ nature complex. As the CalHEERS system matures the project is looking at better ways to put the user at the forefront of changes in the design.
