Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. COVITS is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.
Topics Include:
Virginia is 100% committed to enriching its citizen services through the innovative use of technology, so we are redoubling our efforts to accelerate the Commonwealth to new heights in digital government. The 20th annual COVITS is integral to our planning because it is one of the few times during the year when we will gather in one place to discuss strategies, possibilities, collaborations and lessons learned. The day and a half at COVITS is indeed time well-spent, and we encourage you to be an active part of the proceedings. We hope to see you there!
– Karen Jackson, Secretary of Technology, Commonwealth of Virginia

Keynote – Hacking the Learning CurveGrand Ballroom B/CBronkar Lee, Peak Performance Expert, Author, Speaker and Dynamic Performer (@BronkarLee) We live and work in a fast-paced, high-pressure world. If we’re not gaining new skills and continuously upping our games we risk being left behind… not just in our jobs but also in our personal lives. On the bright side, what better time to learn for the simple reason that knowledge and information have never been more easily obtainable. But transforming information into ability isn’t so easy. That’s where Bronkar excels. His unique learning system shortens the runway for anyone, regardless of their goals, interests or inherent talents. In this unforgettable presentation, Bronkar shows us how to re-energize our approach to skill acquisition and hands us the key to unlock our passion for learning. |

Concurrent SessionsCybersecurity as an EnablerRoom B15-AThe role of cybersecurity is commonly viewed as “making life difficult for intruders.” An unfortunate byproduct is that it too often impairs the good guys along with the bad guys. Perhaps it’s time to reassess priorities. The true mission of cybersecurity is to get business done in a secure way. It’s all in the perspective. This session discusses how to ensure that cybersecurity remains an enabler, not a disabler. Moderator: Sam Nixon, CAO/CIO, Virginia State Corporation Commission Lauren Burnell, Chief Information Security Officer and Director of Engineering, PCMG Brian L. Parker, Vice President and Global Leader - Protect the Business, CGI Mike Watson, Chief Information Security Officer, Information Technologies Agency, Commonwealth of Virginia Practical CloudRoom B15-BThe paradigm has already shifted, and every organization has ventured into the cloud in one way or another. Some attempts have been more successful than others; some models have proven more viable than others; and, some procurement approaches have fared better than others. This session focuses on lessons learned, where the industry is headed and how to position your organization for best success. Tim Bock, Public Sector Alliance Manager, Dell EMC / Virtustream Mark Brunn, Senior Lead Product Manager, Government and Education Solutions, CenturyLink Barry Condrey, Chief Information Officer, Chesterfield County (@BarryCondrey) Reinventing the Customer ExperienceRoom B15-CTechnology is transforming society in fundamental ways as new generations grow up using digital devices before they can walk or talk. Connectivity and engagement 24/7 are taken for granted, and citizens expect government to follow suit. To one degree or another, we all wear the hat of “Chief Customer Officer”. This session takes a look at some innovative strategies that can help make government’s relationship with its customers more stimulating and rewarding. Michael Q. Cannon, Chief Technology Officer, Stafford County Jeffrey Penner, Executive Director, Ernst & Young US LLP Bob Smith, Director of Information Technology, Supreme Court of Virginia Driving Data SharingRoom B16The silos of data across the levels of government create challenges in getting the whole picture of how we are improving citizen lives. Data sharing can yield vast amounts of insight on citizen outcomes, program performance, and where we can maximize the ROI of tax dollars. There are groundbreaking efforts underway to make this happen, including the new Commonwealth Data Trust which promotes interoperability among state and local government entities. This session discusses the technologies, strategies and mindsets that can make data sharing a reality. Moderator: Anthony Fung, Deputy Secretary of Technology, Commonwealth of Virginia (@tonyfungVA) Debbie Condrey, Chief Information Technology Officer, Department of Health, Commonwealth of Virginia Rick Davis, Chief Information Officer, Department of Corrections, Commonwealth of Virginia Wanda M. Concurrent SessionsNext Generation AnalyticsRoom B15-AMore and more government organizations are looking to advanced analytics to streamline procedures and processes. The latest trend is to focus on enhancing the customer experience by using next generation tools, including predictive analytics, text analytics, geospatial analytics, big data analytics, data visualization and more. This session explores ways to leverage data to drive smarter decisions, faster responses and better service. Joseph W. Grubbs, Enterprise Architect, Virginia Information Technologies Agency (VITA) Sara Marshall, Industry Advisor, State and Local Government, SAP America, (@GovStrategy) Ben Snively, Specialist Solutions Architect, Amazon Web Services Optimizing the Workforce and Workplace of TomorrowRoom B15-BFor years, government has widely reported the onset of the “silver tsunami.” The looming retirement wave is driving the need to accelerate innovative recruitment and retention practices in government at all levels, particularly in IT. Questions about mobility, flexibility, collaboration tools and collaborative spaces are becoming common during the interview process. Yet government is not always prepared to offer competitive answers in today’s legacy environment. This session offers a look at what some innovative organizations are doing to scrap outmoded practices, address modernization and embrace new paradigms. Henry Dewing, Senior Evangelist, Executive Briefing Program, Avaya, (@hwdewing) Alex Henson, Chief Information Officer, Virginia Commonwealth University Paul Hinterleitner, BSIP, Head of Technical Solutions, US Federal, BlackBerry Limited Blockchain 101Room B15-CBlockchain is being called the next big transformational technology in government. What is blockchain? In a nutshell, it’s an incorruptible and transparent ledger of digital transactions. Examples include identity management, contract management, financial services, licensing, electronic voting and much more. There is a lot to like. This session provides an introduction to this fast-emerging technology, why it is particularly suited to government applications and how to get started. Mark Fisk, Partner, Public Sector Blockchain Leader, IBM Smart Cities and the Evolution of TransportationRoom B16It is quickly becoming apparent that the smart cities movement has been driven primarily by transportation. Intelligent transportation systems, connected vehicles and autonomous vehicles are compelling – and sometimes controversial – topics. They offer a thought-provoking exercise in visualizing the ramifications of highly disruptive technologies on our communities. This session takes a look at what could soon be a fundamental shift in our society and what localities can to do to prepare. Keynote – How to Be Successful During Times of ChangeGrand Ballroom B/CH. James Dallas, Author, Speaker, Consultant, Change Agent Change is rampant within and across all industries and society as a whole, driven in no small part by information technology. The increasing pace and degree of change are causing many people to struggle and, unfortunately, get left behind. This is particularly challenging to those who are tasked with leadership and team-building (and in this day and age, who isn’t?). This session will identify how change and culture are intertwined; why people fail during times of change; and what you must know and do to not only succeed but also thrive. |
