Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. COVITS is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Terry McAuliffe is the 72nd Governor of Virginia. Since being sworn into office, the Governor has worked to grow and diversify Virginia’s economy and encourage more businesses across the nation and globe to locate in the Commonwealth. In politics and business, the Governor has worked with people from all walks of life and different political backgrounds. Since becoming governor, he has focused on working in a bipartisan way to help grow Virginia’s economy, expand access to health care, and increase educational opportunities for students. Governor McAuliffe previously served as Chairman of the Democratic National Committee from 2001 to 2005, was co-chairman of President Bill Clinton's 1996 re-election campaign, and was chairman of Hillary Clinton's 2008 presidential campaign. Terry and his wife Dorothy were married in 1988 and have five children.

As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.
Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Most recently, Bronkar collaborated with his wife Cyndi Harvell Lee to write the book BAM: Bold Achievement Method, outlining his 6-step process for accelerated learning.

H. James Dallas - Day 2 Keynote

James Dallas is an accomplished senior executive with extensive experience as an agent of change in large domestic and international corporate settings. James has successfully implemented more than 10 transformational and turnaround initiatives, 30 acquisition integrations, five centers of excellence and three innovation centers. He has more than 30 years of experience in general management and business operations roles, as well as Chief Information Officer positions. The majority of his career has been focused on bridging the gap between strategy and execution, using IT both strategically and entrepreneurially, in addition to leadership development. He has been named one of the most powerful black men in corporate America several times in his career by Black Enterprise and Savoy magazines. He currently serves on several boards, including KeyCorp, Capella Education Company, WellCare Health Plans, Grady Memorial Hospital and The Atlanta Community Food Bank. James recently authored the popular book Mastering the Challenges of Leading Change: Inspire the People and Succeed Where Others Fail, for which he was named a Silver Medalist for the 2016 Georgia Author of the Year Award by the Georgia Writers Association. In 2013, he founded J. Dallas & Associates, a change management company that assists businesses leaders, nonprofits and governmental agencies achieve the organizational alignment needed to successfully implement transformational change.

Public Sector Alliance Manager, Dell EMC / Virtustream

Tim focuses on how cloud services work in the Public Sector marketplace, and enabling Dell Technologies sales makers to work effectively with the Virtustream Public Sector sales team. Prior to joining Virtustream, Tim served as an Enterprise Technologist within Dell’s Office of the Chief Technology Officer and Product Engineering and Development groups. Tim strategically focused on Dell enterprise, cloud, and virtualization technologies, as well as security and information assurance, Dell’s Modular Data Center practice, and Big Data Analytics. Previous to this role, he served as a pre-sales engineer focusing on the US Department of Defense, where he led Dell’s sales engineering efforts on large DOD programs like the Navy’s Navy/Marine Corps Intranet (NMCI) and Common Afloat Network and Enterprise Services (CANES) programs.
Tim joined Dell after serving more than 13 years in the US Army, where he held a variety of positions, ranging from responsibility of data center operations for US Army Hawaii, satellite communications network management for US Army Space Command, and operational oversight of Joint space-based experimentation effort for US Army Space and Missile Defense Command. He holds an MS in Telecommunications degree from the University of Colorado, an MS in Business Administration from Boston University, and a BS in Aerospace Engineering from the University of Southern California.

Chief Information Security Officer and Director of Engineering, PCMG

Lauren Burnell serves as Chief Information Security Officer and Director of Engineering for PCM-G, where she is responsible for developing and directing government customer related end-to-end security programs and solutions to ensure that PCM-G addresses its customers’ challenges in a dynamic threat environment. She is a thought leader on IT supply chain security and is committed to enabling government mission through technology.
Prior to joining PCM-G, Ms. Burnell served as a U.S. Navy Cryptologic Warfare Officer specializing in cyberspace operations, signals intelligence (SIGINT), electronic warfare (EW) and data analytics. Over Ms. Burnell’s six-year commission in the U.S. Navy, she held numerous leadership roles supporting both Navy and National missions related to advanced tactics in cyber security and electromagnetic maneuver warfare (EMW). Ms. Burnell’s tours included time as a Cyber Lead at the National Security Agency, driving the Navy’s tactical response during its first named cyber security operation, and teaching information warfare curriculum to the Fleet.
Ms. Burnell holds a B.S. Political Science from the United States Naval Academy, as well as a M.A. Government in Politics from the University of Maryland.
Ms. Burnell’s certifications and personal decorations include FireEye, Cisco and Splunk engineer certifications, Certified Ethical Hacker, Security+, Joint Service Commendation Medal, Navy Commendation Medal, Navy and Marine Corps Achievement Medal (two awards), NSA/CSS Signals Intelligence Directorate Military Performer of the Quarter (Junior Officer category), and various industry technical certifications and military unit awards.

Mr. Fung is currently serving as Deputy Secretary of Technology for the Commonwealth of Virginia. In this capacity, Mr. Fung serves as a senior advisor to the Commonwealth on technology matters including, data analytics, cyber security, innovation and entrepreneurship, and technology operations. Mr. Fung is a proven executive with over 17 years of experience in information technology management, strategic planning, and operations management. Prior to joining the Governor’s Cabinet, Mr. Fung was the CEO of a professional consulting firm, which serviced Federal-focused clients such as DoD, HHS, DHS, and GSA. Mr. Fung also served as a SCORE counselor, providing advice to small business on start-up best practices, business operations, and strategy. Mr. Fung has been recognized as one of Washington’s top business leaders, recipient of Washington Business Journal’s Award, SmartCEO Top 100 CEOs, and named Top 40 Under 40 Business Leader.

Wanda Gibson has enjoyed an accomplished career as a technology executive in both private and public sector organizations. She joined Fairfax County Government in May 1999 serving as the county’s Chief Technology Officer/Chief Information Officer and the Director of the Department of Information Technology responsible for technology policy, innovation and management of a comprehensive portfolio of IT investments, programs, systems, and services in all disciplines across the county’s enterprise for all agencies and on-line services for constituents. She also developed and supervises the County’s e-Government program, IT Security Office, and Court Technology Office, and manages the county-wide IT governance process and agendas, to include the citizen committee appointed by the Board of Supervisors, and the executive IT steering committee chaired by the County Executive.
Wanda has also been a leader and advocate in regional collaboration, serves on a number of IT committees and professional groups including the Washington Metropolitan Council of Governments CIO Committee (Chair 2006, 2007, 2013, 2014, 2015, 2016, 2017), National Capital Region Homeland Security Advisory Committee, National Capital Region Interoperability Working Group, the Commonwealth of Virginia Interoperability Advisory Group, Virginia IT Leaders, Metropolitan Information Exchange, Government Management Information Society, and a member of boards for the Commonwealth of Virginia IT Symposium (COVITS), Federal Office Systems Expo (FOSE), and is a Public Technology, Inc. (PTI) Fellow.
She was honored as 2003 Public Official of the Year, a prestigious award given annually to governors, mayors, legislators and other elected officials and government officials by Governing Magazine (an eRepublic publication). In 2007, Ms. Gibson was named as one of the Top Five Women CIOs nationally by Government Technology Magazine covering Federal, State and Municipal CIOs across the US, and in 2010, Wanda was named Top 25 Doers, Dreamers, and Drivers by Government Technology magazine. Her work has also been featured in Public CIO, Government Technology, State Tech, and Federal Computer Week Daily magazines. She is a sought after speaker and participant in both public and private sector venues on innovation and governance.
Under Wanda’s leadership, Fairfax County has enjoyed numerous state and national awards and recognition for its IT and e-government programs, including one of only two governmental entities to be named in the 2006 Top Best IT Places to Work, and over the past twelve years was awarded for Best of the WEB by Digital Counties, and top five Digital Counties award by the Center for Digital Government for twelve consecutive years including ranked number 1 three of those years including 2012; National Association of Counties (NACo) 2010 for WEB and Public Safety Interoperability, Public Technology (PTI) Solutions Awards including 2011 PTI Award for Mobil Applications; Fairfax Bar Association for Courtroom Technology; the Virginia Coalition for Open Government; and Commonwealth of Virginia Technology Awards for interoperability, ‘Government in the Palm of Your Hands’, Regional Identity and Access Management, EDGR, Tax System modernization, and Private Cloud; 2011 Green IT Award by InfoTech magazine, 2012 NACo Award for ‘Government in the Palm of Your Hands’, and 2014, Awards from NACO and Center for Digital Government # 1 Digital County, Virginia Governor IT Symposium multiple years, Federal IT Security conference several years for Cyber Security program, specialize awards for several public and private sector organizations for Next Generation Security. Ed Gillespie is a business owner, longtime conservative leader and a Republican candidate for Governor in 2017.
Ed grew up working in his parents’ grocery store, the JC Market. The son of an Irish immigrant, Ed started his career as a Senate parking lot attendant and eventually worked his way up to become Counselor to President George W. Bush.
A former Chairman of the Republican Party of Virginia and the Republican National Committee, a lead author of the 1994 Contract with America, and a long-time policy and communications aide to former House Majority Leader Dick Armey, Ed has always been a conservative leader. As Chairman of the RNC, Gillespie in 2004 was the first GOP chairman in 80 years to preside over a party that won the White House, House of Representatives and U.S. Senate. In 2009, he was general chairman of Bob McDonnell’s successful campaign for governor. In 2014, Gillespie was the Republican nominee for United States Senate in Virginia, losing by less than one percentage point in a near-upset of popular incumbent Mark Warner. In 2015, Gillespie led successful efforts by the Republican State Leadership Committee to help hold the GOP majority in the Virginia State Senate.
Ed and his wife Cathy have three children. They live near George Washington’s historic Mt. Vernon in Fairfax County, Virginia.

Alex Henson

Alex Henson

Chief Information Officer, Virginia Commonwealth University

Alex Henson began his tenure as Chief Information Officer at Virginia Commonwealth University in April, 2013. As CIO, he leads VCU Technology Services, an organization of more than 200 full time staff members working across VCU to deliver IT services, operating and maintaining a robust and secure technology infrastructure and achieving the highest level of customer satisfaction. He is also charged with supporting innovation in teaching, learning, research and scholarship and with long-term technology planning. During his tenure at VCU, Alex has led the development and implementation of information technology strategy and initiatives aligned with VCU’s strategic plan, Quest for Distinction.
He was previously Chief Operating Officer of IT Services and Deputy CIO at the University of Chicago. In this role, Alex was responsible for Service Desk and support operations as well as the administrative and financial operations of the central IT organization at the university. In previous roles at Chicago from 1990-97 and after 2001, he led several enterprise-wide system implementations; managed student and alumni/development systems; and managed computer retailing operations. Alex has also worked for a Fortune 500 medical device manufacturer and a dot-com serving the automotive enthusiast market. He holds a B.A. in Political Science from the University of Chicago and an M.B.A. from the University of Chicago Booth School of Business.

He has over 35 years diverse experience with information systems, communications security, network security protocols, wireless technologies, and Education. Currently Paul is Sr. Manager, Technical Solutions - US Federal Sector at BlackBerry. He previously provided SETA support to the Program Manager – Information Sharing Environment, the Director of National Intelligence Awards Program, consulting support and Technical Lead for DoDs Public Key Enablement (PKE) Engineering Support and DISA CIO PKI teams, co-chaired DoDs wireless working group with DISA, managed corporate wireless technologies, and was a corporate Alternate Field Security Officer (FSO). Mr. Hinterleitner retired from the United States Air Force after a 20 year career.

Chiedo is the 26 year old CEO and founder of The Chiedo Companies. The Chiedo Companies develop technology for the good of the community with a focus on small businesses, nonprofits and startups. Chiedo spent his early years running a variety of businesses including a recording studio, internet marketing, and even an event planning business while building websites as a freelancer. After high school, Chiedo moved to Harrisonburg to study computer science at James Madison University, fell in love with the area and dreamed that there would be opportunities to stay in the Valley after graduation. He eventually committed to the idea of starting a web development business and, in his senior year, launched Chiedo Labs hoping to bring in enough business to make ends meet. After much success, he created Chiedo, Inc. as a parent company so that he could launch other companies to help meet the growing technology needs in Virginia. Chiedo then started Chiedo Marketing, which focuses on digital marketing, SEO, and social media. In 2017 Chiedo acquired Weaver IT Services and rebranded as Chiedo IT to provide IT and network support to businesses in the Shenandoah Valley. In addition, Chiedo Cyber now provides cybersecurity consulting for small businesses, startups and nonprofits, performs web application penetration testing services, and creates Cybersecurity tools. Through all of these endeavors, the Chiedo companies intend to be a driving force behind technological innovation as they continue to move forward.

Todd spent 25 years in private sector providing IT to health service organizations and 17 of those years working for a consulting firm.
Todd had spent the past 15 years in the Virginia state government providing Enterprise Architecture (EA), IT governance and general fulfilling the role of IT Curmudgeon. The EA group at VITA, among other things, is responsible for promoting and developing data standards, information strategy, open data, next-generation data analytics, enterprise middleware, and master data management solutions.

Sara is committed to improving lives through government – she is driven to work with the public sector on leadership, innovation, and strategy to create change. Sara enjoys dissecting complex problems and boiling them down to simple solutions.
In 2015, State Scoop named Sara “Top Up and Comer” in making government more efficient and effective. Under former Governor Mike Pence, Sara helped create and lead the first state enterprise-wide analytics hub to move government at the speed of business as the Director of BI and Analytics for the State of Indiana. Previous to that she was the Policy Assistant for Mike Pence for Indiana.
In her free time, Sara volunteers on housing, hunger, and health humanitarian efforts with the People Helping People Network. Sara lives in Indianapolis with her husband, Josh, their one year old, Landry, and Puggle, Lincoln.
Sara is a graduate of Purdue University where she earned a B.S. & B.A.. Sara earned her J.D. from Indiana University Robert H. McKinney School of Law and is a licensed attorney in Indiana.

Chief Administrative Officer/Chief Information Officer, Virginia State Corporation Commission

Samuel A. Nixon Jr. is the Chief Administrative Officer and Chief Information Officer of the Virginia State Corporation Commission. He is responsible for all of the SCC’s non-regulatory business functions including IT, CyberSecurity, HR, budget/finance, internal/external communications, procurement, legislative affairs, disaster preparedness and facilities management.
Previously, he served as Chief Information Officer of the Commonwealth having been appointed and re-appointed by Governors Bob McDonnell and Terry McAuliffe respectively. As CIO, he oversaw $350M/year in state IT spend and served as head of the Virginia Information Technologies Agency (VITA). Among his many responsibilities, he oversaw the information technology infrastructure transformation partnership with Northrop Grumman as well as the state’s IT security program and project portfolio.
Prior to his appointment as CIO, Sam served from 1994 to 2010 as a member of the Virginia House of Delegates. He served on three major policy committees and was Chairman of the Majority Caucus from 2008 to 2010. His technology-related work included membership on the Joint Commission on Science and Technology, the House Committees on Science and Technology, and Commerce and Labor. Sam was known as a ‘go-to’ legislator on complex public policy issues and was actively involved in numerous technology related bills. He also focused on utility regulations, insurance, tax reform, healthcare and family issues.
In 2014, Sam was named one of the “Top 25 Doer, Dreamer and Drivers” by Government Technology magazine and also named StateScoop 50 “Golden Gov: State Executive of the Year”. Sam has twice been awarded the ‘Chairman’s Award’ by RichTech (the Richmond Technology Council). He is also twice been a “Tech 10” legislator by the Northern Virginia Technology Council. During his tenure as a Delegate, Sam was recognized by Virginia Free as one of Virginia’s most effective policy makers and was the recipient of numerous state awards as a legislator.
Sam has more than 25 years of private sector IT business experience and has held various positions including Practice Manager, Operations Manager, and IT Director. He has a broad array of hands-on experience around project management, process improvement, risk management, acquisition/outsourcing, organizational change management, software development and IT infrastructure. For fun, Sam enjoys motor racing, music and photography. In 2016, he obtained his competition racing license from the National Auto Sports Association (NASA).

Ralph Northam grew up on the Eastern Shore, working on the Chesapeake Bay, before attending Virginia Military Institute where he graduated with distinction and was President of the Honor Court. After then graduating from Eastern Virginia Medical School, Ralph served eight years active duty in the United States Army, rising to the rank of Major. Upon his return from treating soldiers injured in Desert Storm, Ralph began practicing pediatric neurology at Children's Hospital of the King's Daughters in Norfolk. Ralph also serves as Assistant Professor of Neurology at Eastern Virginia Medical School and has seventeen years of volunteer service as Medical Director for the Edmarc Hospice for Children in Portsmouth. As a State Senator from 2008-2013, Ralph scored numerous major legislative accomplishments, including the prohibition on smoking in restaurants, protecting young athletes who have sustained concussions, improving the health of the Chesapeake Bay, and shielding our first responders from communicable diseases. Ralph was elected Lieutenant Governor on November 5, 2013 and lives in Norfolk with his wife Pam, a long-time Elementary School teacher. They have two children.

Andy Schaudt is a human experience enthusiast. He has spent his career learning about the intricacies of human behavior and how best to apply these findings to improve the design of products, services, and strategic business decisions. He focuses his efforts on the innovative design of products and services that are personalized to the end user. He has significant experience in human factors, usability, systems design, business strategy and marketing having managed contracts the past 16 years for both federal and private sector organizations across numerous industries, most notably transportation and medical. Currently Mr. Schaudt serves as the Project Director for the Center for Automated Vehicle Systems at the Virginia Tech Transportation Institute (VTTI), as well as an Adjunct Professor teaching coursework on Entrepreneurship. For the Center, he plans, coordinates, and manages the projects, programs and marketing efforts for all automated vehicle initiatives. Prior to his role at Virginia Tech, Mr. Schaudt was the President of the digital marketing firm Post Launch in Las Vegas, and before that the Director of Usability Services at the MedStar Institute for Innovation in Washington D.C.
Schaudt earned his M.B.A. from Virginia Tech, and his M.S. in Human Factors Psychology from the University of Idaho. Schaudt has authored more than 55 scientific publications and technical reports, in addition to delivering numerous professional conference presentations and invited lectures. He has been featured in TV and digital media outlets including CNBC, CBC, and Modern Healthcare. In 2001 Schaudt received the Phil Mohan Award for Excellence in Academic Research at the University of Idaho. Schaudt also received the Society of Automotive Engineers (SAE) Presentation Excellence Award in November of 2006 and 2007, and in 2008 won the SAE Arch T. Colwell Merit Award.
